摘要
深入推动传统主流媒体融合向纵深发展,是当前传统媒体亟待解决的重大任务。党
和国家都极其重视传统媒体的转型发展,2020年国务院办公厅提出了传统媒体机构要转
型发展,就必须要推动传统媒体和新兴媒体在体制机制方面的融合。因此,传统媒体机
构不仅要在内容、传播载体、技术手段上有所突破与创新,更要在体制机制上有所变革。
建立起适应全媒体发展的生产、传播流程一体化的组织架构,媒体机构要着力构建新型
的采编流程来紧跟新媒体发展的潮流,才能适应快速发展的内外部化境的变化。
H报业集团是一家主流传统媒体机构,本文基于组织变革理论、流程再造理论、权
变理论,运用问卷调查和访谈等方法分析H报业集团在组织变革中存在的问题,进而提
出相应的对策建议,旨在推动H报业集团的组织变革、提高集团核心竞争力,并对其它
传统媒体组织变革有一定的借鉴意义。
首先通过收集资料、阅读文章,对相关文献进行了梳理,阐述了本文写作的研究背
景与研究意义,对研究内容及研究方法进行介绍,提出创新点,对相关概念、理论进行
介绍。H报业集团是本文研究的重点对象,身处媒体融合的时代大背景下,传统的媒介
形式遭受重大冲击,通过走访调查,从企业文化、组织结构、组织流程、组织人员及数
字智能化五个方面厘清了H报业集团组织变革现状,对H报业集团有了一个整体的认知,
这对于后面进一步找出问题、进行分析奠定了重要基础。通过问卷调查和访谈,剖析H
报业集团组织变革存在的问题,发现存在企业组织文化建设缺失、金字塔式组织结构不
适合全媒体发展、企业组织流程有待升级、企业人员结构有待调整和业务能力亟待加强、
企业智能化应用水平较低等问题,针对存在的问题进行问题分析。针对H报业集团组织
变革存在的问题,结合相关理论,提出组织变革的对策,具体包括加强企业文化建设、
建立扁平化和网络化的组织结构、构建智慧媒体平台和打造一体化采编流程、推进人员
结构变革和提升员工业务能力、加大资金投入和提高科学技术人平等方面。通过对媒体
融合背景下H报业集团组织变革的相关研究,得出相关结论和启示,为其他传统媒体组
织变革借鉴参考意义。

Abstract
It is an urgent task for traditional media to promote the integration of traditional
mainstream media in depth. Both the Party and the state attach great importance to the
transformation and development of traditional media. In 2020, The General Office of the State
Council proposed that to transform and develop traditional media institutions, they must
promote the integration of traditional media and new media in terms of system and
mechanism. Therefore, traditional media organizations should not only make breakthroughs
and innovations in content, communication carriers and technical means, but also make
changes in system and mechanism. In order to adapt to the rapid development of internal and
external environment, media organizations should build a new collection and editing process
to keep up with the trend of new media development.
H newspaper group is a traditional mainstream media organization, based on the theory
of organizational change, process reengineering theory, contingency theory, using the method
of questionnaire and interview analysis problems that exist in the H newspaper group in
organizational change, and then put forward the corresponding countermeasures and
Suggestions, aims to promote the organizational change of H newspaper group, enhance the
core competitiveness of group, And to other traditional media organization reform has certain
reference significance.
First of all, through collecting materials and reading articles, the relevant literature was
sorted out, the research background and significance of the writing of this paper were
elaborated, the research content and research methods were introduced, innovation points
were proposed, and related concepts and theories were introduced. H newspaper group is the
emphasis of this paper studies the object, in the era of media convergence under the big
background, the traditional media form suffer significant impact, through visiting survey,
