每个企业都有不同的发展阶段,在不同的阶段,企业要根据实际情况来使用 与其发展战略相匹配的组织结构和管理手段;在不同的阶段,企业也要随着自身 外部环境的变化来调整目标以实现可持续发展。科学且有效的组织结构对企业来 说具有重要的意义,它可以将各级管理人员的职责明确化、制度化。建立科学且 有效的组织结构对于企业内部秩序的建立具有重要的积极作用,同时通常被认为 是企业实现可持续发展的必不可少的重要工作及任务。随着5G时代的到来,通信 企业的内部组织结构也需要随之发生变化,正是基于此,本文以京信通信为研究 对象,针对组织结构服务于企业战略目标的使命,从而对以京信通信为代表的供 应商类型的通信企业组织结构优化这个课题进行研究。 本文涉及的研究内容共分为五个部分,其中: 第一部分对组织结构优化的研究背景、目的及意义展开了论述,通过查阅国 内外相关研究,形成本次研究的国内外研究综述,在此基础上,本文将介绍本主 题采用的研究方法和研究思路,并将对本主题研究中所涉及到的相关概念及理论 展开论述,其中包括组织结构优化的相关概念以及组织、企业战略与环境之间的 关系等,为主题研究奠定坚实的理论基础。 第二部分介绍了京信通信的基本概况,通过对京信通信的企业组织结构现状 调研,并结合组织面临的内外发展环境及其现有的组织结构,发现京信通信组织 结构中的现状为机构设置僵化、专业运营不足、管理分散混乱以及协调机制低效。 第三部分针对前文中研究发现的京信通信组织结构存在的问题,从而指出了 组织结构优化的必要性,明确方案设计原则、目标及思路,并提出可行性的对策, 包括组织结构柔性化、组织运营专业化、组织管理集中化以及组织协同一体化。 第四部分对京信通信企业组织结构优化实施的内容、实施步骤和保障措施展 开了分析,并以此为基础,从企业文化、管理制度和资金资源三个层面,提出了 组织结构优化有效实施的保障措施。 第五部分对全文进行了总结,突出5G时代京信通信的组织结构优化的必要性, 另外也从纵向和横向两个维度对作者在今后的工作和学习方面提出了方向。 关键词:5G时代,京信通信,组织结构 湖北工业大学硕士学位论文 II Abstract Eachenterprisehasitsowndevelopmentstage.Indifferentstages,enterprisesneed tousetheorganizationalstructureandmanagementmeansmatchingwith theirdevelopmentstrategyaccordingtotheactualsituation.Indifferentstages, enterprisesshouldadjusttheirobjectiveswiththechangeoftheirexternalenvironment toachievesustainabledevelopment.Scientificandeffectiveorganizationalstructureis ofgreatsignificancetoenterprises.Theestablishmentofascientificandeffective organizationalstructureplaysanimportantandpositiveroleinbuildingtheinternal orderofenterprises,anditisgenerallyregardedasanessentialimportantworkandtask forenterprisestoachievesustainabledevelopment.Inthefaceofthenewexternal environment,enterprisesmusttimelyimprovetheirorganizationaladaptability accordingtothecompany'sstrategy.As5Geraiscoming,theinternalorganizational structureofcommunicationenterprisesalsoneedtochangeaccordingly.Itisbasedon thisthatthispapertakestheorganizationalstructureoptimizationofCombaTelecomas anexample,aimingatthemissionoforganizationalstructureservingthestrategic objectivesofenterprises,soastostudythetopicoforganizationalstructure optimizationofcommunicationenterprisesofsuppliertype. Theresearchcontentinvolvedinthispaperisdividedintofiveparts,amongwhich: Thefirstpartdiscussestheresearchbackgroundandsignificanceofenterprise organizationalstructureoptimization,andformsthedomesticandforeignresearch summaryofthisresearchbyreferringtotherelevantresearchesathomeandabroad.On thisbasis,thispaperwillintroducetheresearchmethodsandresearchideasadoptedin thistopic,andwilldiscusstherelatedconceptsandtheoriesinvolvedinthistopic research,includingtherelatedconceptsoftheoptimizationoforganizationalstructure andtherelationshipbetweenorganization,enterprisestrategyandenvironment,layinga solidtheoreticalfoundationfortheresearchofthetheme. ThesecondpartintroducesthebasicsituationofCombaTelecom.Itfindsthe statusquointheorganizationalstructureofthecompanyisthattheorganizationalsetup isrigid,professionaloperationisinsufficient,theinternalmanagementisdecentralized andchaotic,andthecoordinationmechanismisinefficientthroughinvestigatingthe statusquoofthecompany'sorganizationstructure,combinedwiththeinternaland externaldevelopmentenvironmentfacedbytheorganizationanditsexisting organizationalstructure. Thethirdpartpointsoutthenecessityoforganizationalstructureoptimizationfor theexistingproblemsinthecompany'sorganizationalstructurefoundintheprevious research,clarifiestheschemedesignprinciples,objectivesandideas,andproposes feasiblecountermeasures,includingorganizationalstructureflexibility,organization operationspecialization,organizationmanagementcentralizationandorganization coordinationintegration. Thefourthpartanalyzestheimplementationscheme,implementationstepsand guaranteemeasuresofthecompany'sorganizationalstructureoptimization,andbased onthis,proposestheguaranteemeasuresfortheeffectiveimplementationof organizationalstructureoptimizationfromthreeaspectsofcorporateculture, managementsystemandcapitalresources.
