加快健全普惠金融服务和保障体系,让金融改革发展的成果惠及更多人民群众,有 必要开展普惠金融改革区域试点先行先试,总结可复制、可推广经验。LK县是我国首 个国家级普惠金融改革试验区,研究其普惠金融发展经验具有一定的的理论和现实意 义。 本文首先对相关理论研究进行了梳理。普惠金融的理念始于国外,理论来源于对弱 势群体传统金融所排斥的现象。国内的普惠金融研究起步较晚,2013年,我国将“发展 普惠金融”确立为国家战略后,政策优势开始显现,多地进行了理论和实践探索;接下 来本文搜集了我国普惠金融的统计考核口径和发展现状,对我国普惠金融的业务特点和 风险特征加以介绍,总结出我国普惠金融发展中一些普遍规律。最后,较为深入地对 LK县普惠金融业务进行研究,介绍了分析了其业务背景、运作模式、风险机制等,并 指出了存在的问题和不足。为了推动LK县普惠金融业务的发展,文中对国内外普惠金 融典型案例进行比较借鉴。通过以上分析,为LK县下一阶段的普惠金融改革工作和其 他地区借鉴LK县普惠金融工作提出的可行性建议,包括构建符合普惠金融特征的全面 风险管理体系、加快数字化科技的应用水平、加强产业与普惠金融业务的相互作用、规 范引导网商银行在普惠金融中的作用等,以求对商业银行在普惠金融可持续发展研究过 程中提供有价值的启示。 本文的创新之处在于一是较为深入的对LK县普惠金融业务发展模式进行了研究, 其中从商业银行角度出发对LK县普惠金融的风险防控机制进行分析和建议在有关普惠 金融现有研究中较为少见;二是具体地将LK县普惠金融和国外的孟加拉格莱珉银行和 国内的互联网金融模式加以比较,提出产业带动可以作为普惠金融可持续发展的推动力 量及互联网技术背景下的民营银行应该在普惠金融中发挥更大的作用。 关键词:普惠金融,商业银行,LK县 III ABSTRACT Vigorouslydevelopinginclusivefinanceisanimportantmanifestationofthefinancialindustry's abilitytoservetherealeconomyandsupporttheconstructionofamoderneconomicsystem.Ittriesto breakthroughthefinancialexclusion,whichisgenerallyconsideredbythesociety,whichrestrictsthe effectivedistributionoffinancialresourcesandmakesitdifficultforbackwardregionstoeffectivelyenjoy financialresources.
