Abstract
With the rapid development of our economy and the deepening reform of the industrial
structure, as an important part of the financial system, the insurance industry is playing
an increasingly important role in stabilizing economic development and providing strong
protection for social reproduction. Since the reform and opening up, the income level of
Chinese residents has been continuously improved, the concept and consciousness of
insurance have been popularized rapidly, the market demand for insurance has become
more and more vigorous. And the state has issued a series of policies to encourage
financial innovation and has expanded the coverage of insurance capital utilization,
which has brought a historic opportunity for the development of inclusive financial
business of insurance companies. However, due to the weak foundation of China's
insurance industry in terms of inclusive financial services and the rapidly changing
market environment, there are still many challenges in this economic environment. It is
an important problem that how to formulate the strategic development goal of inclusive
financial business and how to cultivate the core competitiveness in the market
competition according to the situation of insurance company and the external
environment.
This paper summarizes the related theories of strategic management and the core
competence of enterprises, and systematically expounds the importance of strategic
objectives to the development of enterprises. Moreover, this paper introduces in detail the
specific situation of T Branch and its financial business development, and makes a
systematic analysis of its internal advantages and opportunities by using SWOT analysis
method. Using the PEST analysis method and the five-force model, it analyzes the
external macro environment and the competition situation of the industry in the region,
and clarifies the problems and development direction of the company in the process of
development. In the aspects of product innovation, organization, human resource
construction, corporate culture and so on, the author puts forward the implementation
plan and safeguard measures, and makes use of the opportunity of the state to advocate
the development of inclusive finance. Combining the development of the main insurance
industry of the company with the development of the inclusive financial industry,the
strategic goal of the rapid development of insurance and inclusive business can be
achieved by making efficient use of the company's current advantage resources. Finally,
this paper summarizes the conclusions of this paper and prospects for the future.

1.1选题背景及意义
1.1.1选题背景
联合国最早提出了普惠金融的概念,含义是能够有效地、全方位地为各个社会阶层
以及不同的群体提供的金融服务。[1]小微企业、农民、低收入者是其重点服务对象。金
融是现代经济的核心,能够有力促进实体经济发展,但在我国中小企业融资难、融资贵
的问题普遍存在,金融资源配置不平等,区域金融呈现荒漠化,因此必须发展普惠金融
体系,让更多的人享受金融发展成果。中国引入了普惠金融思想后,各级政府非常重视
2013年11月,第十八届三中全会通过《中共中央关于全面深化改革若干重大问题的决
定》,正式提出“发展普惠金融,鼓励金融创新,丰富金融市场层次和产品”。[2]中国中
央政治局会议释放减贫信号“坚决打赢脱贫攻坚战”,并鼓励银行、保险等金融机构通
过市场化运作带动农民脱贫致富
中国人民财产保险股份有限公司,与共和国同龄1949年成立,该公司的成立经过
了中国人民银行报政务院财经委员会的批准。国家政策原因1958年10月停办国内保险
业务,21年后才得以恢复,公司在1998年财产险和寿险分业经营,2003股改在香港上
市,是国内规模最大的非寿险公司。T分公司是人保财险的市级分支机构,经过多年的
业务发展,T分公司下辖32个县(区)级支公司(营业部)。其中市区司部15个,县
域司部17个,乡镇级社区、村级营销服务部81个,网点几乎遍布区域每一个村落。《中
国保监会国务院扶贫开发领导小组办公室关于做好保险业助推脱贫攻坚工作的意见》保
监发〔2016〕44号文件明确了充分发挥保险行业机制优势,扩大险资金融服务覆盖面
的要求。为更快推动普惠业务发展,2017年人保财险成立了普惠金融事业部,将小额
贷款保证保险业务、政银保业务以及支农融资业务划归其下。旨在依靠既有资金撬动当
地经济又能通过个贷保证险、政银保、支农融资业务统保农险、财产险等相关险种,提
高保费收入,增加客户粘性。经过市场调研和可行性分析发现保险公司与银行、小贷公
司相比在普惠金融业务定价上有独特优势。一是资金成本可自主控制。二是风险溢价通
过保险产品实现。利用财产保险、农业保险产品覆盖生产经营风险;利用意外伤害险覆
盖劳动力伤亡风险;通过保证保险或政府担保机构覆盖资金流动性风险和信用风险。三
