I 摘要 2019年2月,国务院印发了《国家职业教育改革实施方案》,明确提出职业 教育与普通教育是两种不同教育类型,具有同等重要地位。在未来一段时间,大 力促进职业教育内涵式发展、提高职业教育教学质量是我国的重大课题。而专业 建设是职业教育内涵发展的核心,是教学改革的切入点、学校办学特色的集中体 现和人才培养质量的保证。因此,职业教育改革发展必须把专业建设放在首要位 置。 四川J职校的汽修专业是该校龙头专业,专业建设取得了一些成绩。为顺应国 家改革发展新形势,把握住四川省开展的中等职业学校示范专业建设政策红利, 四川J职校成立了省级示范专业建设项目,拟依托该项目将汽修专业办成四川省一 流、全国有影响力的专业,从而促进学校内涵式发展,提升学校办学质量。 相对普通教育,职业教育研究意识较为淡薄,凭经验开展工作的方式较多。 四川J职校在以前的项目建设中走过不少弯路,深刻意识到省级示范专业建设项目 内容多,涉及面广,必须要有先进的理论为支撑,科学的方法为指导。笔者作为 本项目的负责人之一,结合所学知识,采用项目质量管理理论,运用PDCA方法, 将该项目建设全过程分为计划管理、过程管理、监控管理和处置管理四个阶段。 其中,计划管理重点研究合理确定科学的目标;过程管理将项目分为人才培养模 式、课程改革等八个小项目进行实践,每个小项目仍然严格按照PDCA的四个阶 段进行实践;监控管理则重点研究建立健全科学的、可量化、可操作的监控制度, 保障项目的顺利实施;处置阶段分为自我处置和相关行政部门处置,即四川J职校 自查问题并改进和四川省教育厅项目验收。这四个阶段密不可分,螺旋上升,目 前,项目已完成90%的工作。同时,本项目资金来源于财政,对资金的管理、使 用尤为重要,因此,笔者将成本管理也纳入到研究工作中。 最后,笔者利用质量评估理论和方法,对项目建设实践结果进行效果评价, 总结取得的成效和存在的问题,并提出发展建议,以期为该项目后续工作的改进 指明方向,保障项目最终通过四川省教育厅验收。同时,更寄望将四川J职校的相 关经验为全省其他学校开展此项目提供可参考的经验。 关键词:省级示范专业建设项目,项目质量管理,PDCA循环 ABSTRACT II ABSTRACT In February 2019, the State Council issued the Implementation Plan of the Reform of National Vocational Education, which clearly stated that vocational education and general education are two different types of education with the same important status. It is an important subject for our country to promote the connotative development of vocational education and improve the teaching quality of vocational education over the coming period time. However, professional construction is the core of the connotative development of vocational education, the breakthrough point of teaching reform, the concentrated embodiment of school-running characteristics, and the guarantee of the quality of personnel training. Therefore, the reform and development of vocational education must put the professional construction in the first place. Sichuan J vocational school’s auto repair professional is the leading major of the school, and its professional construction has achieved some achievements. In order to comply with the new situation of national reform and development, and grasp the policy dividends of the demonstration professional construction of secondary vocational schools in Sichuan Province, Sichuan J vocational school set up a provincial demonstration professional construction project. It plans to rely on the project to make the auto repair professional into a first-class in Sichuan and national influential professional, so as to promote the connotative development and improve the teaching quality of the school. Compared with general education, vocational education research is relatively weak, the teachers usually work with experience. Sichuan J vocational school has gone through a lot of detours in the previous project construction. They deeply realize the provincial demonstration professional construction project contains a lot of content and involve a wide range. Therefore, they must have advanced theory as a support and scientific methods as a guide. As one of the directors of this project, the author combines the knowledge, adopts the project quality management theory, uses the PDCA method, and divides the whole process of the project construction into four stages: plan management, process management, monitoring management and disposal management. Among the four stages, the plan management focuses on reasonable determination of scientific objectives; process management will be divided ABSTRACT III III into personnel training model, curriculum reform and other eight small projects to practice, and each small project is still strictly in accordance with the PDCA’s four stages of practice; monitoring management focuses on the establishment of a scientific, quantifiable, operational monitoring system, to ensure the smooth implementation of the project; the disposal management is divided into self-disposal and related administrative departments, that is, Sichuan J vocational school self-examination and improvement and Sichuan Provincial Education Department project acceptance. These four phases are inextricably linked and spiral, and 90 percent of the work has been completed. At the same time, the source of funds for this project is financial, the management and use of funds is particularly important, therefore, the author incorporates cost management into the research work. Finally, the author uses the theory and method of quality evaluation to evaluate the results of the project construction practice, summarizes the achievements and problems, and puts forward development suggestions, so that we can point out the direction for the improvement of the project’s follow-up work, and ensure that the project finally passes the inspection and acceptance of the Sichuan Provincial Department of Education. At the same time, it is also hoped that the relevant experience of Sichuan J vocational school will provide reference experience for other schools in the province to carry out this project.
