I 摘要 A 高校校园超市棣属于 A 高校后勤保障部,承担着为校内师生提供购物服务 的需求。相对于盈利而言,校园超市更注重的是为师生提供有保 障的服务和放心 的商品。一套行之有效的供应商评价体系,能够帮助 A 高校校园超市甄别出最优 选的供应商,打通整个供应链的源头环节。本文尝试通过德尔菲专家问卷调查以 及层次分析法进行计算,为 A 高校校园超市建立一套供应商评价体系。 首先,应明确 A 高校校园超市作为高校内超市的基本采购目标及要求,以此 为依据圈定供应商评价指标 范围。在此基础上,运用德尔菲法请专家进行问卷调 查,经过 3 轮问卷调查后,确立了供应商评价指标。再针对各个指标的打分方法 进行了 2 轮问卷调查,最终 A 高校校园超 市供应商评价指标体系。其中有一级指 标 5 个,二级指标 13 个。一级指标分别为:价格、质量、交付能力、合作条件及 服务。在质量指标下设置了安全卫生性、营养价值、耐 用性、信息性 4 个指标; 交付能力指标下设置了运输装卸、仓储、交付承诺 3 个二级指标;合作条件指标 下设置了付款条件、促销和让利、订单量 3 个二级指标;服务指标下 设置了紧急 响应、售后服务、培训帮助 3 个二级指标。 然后,运用层次分析法构建 A 高校校园超市供应商评价体系的层次结构模型, 构造判断矩阵,进行一致性检验,确立各 个指标的权重系数。其中质量的权重系 数最高,价格次之。 最后,在案例分析中,运用往年供应商招商数据信息,对 A 高校校园超市供 应商的新、旧评价体系进行了对比分析 。通过实践发现,较旧评价方式,新建立 的超市供应商评价体系具有系统性、公平性、实用性的优势。 在建立评价体系时,从高校内超市的基本采购目标及要求出发,更加注重 对 质量的要求,体现了高校内校园超市的经营特色,也更符合校内的实际采购需求。 根据实践反馈,供应商的服务及合作的能力与评分结果基本相符。 关键词:高校超市,供应 商评价,德尔菲法,层次分析法ABSTRACT II ABSTRACT University A’s supermarkets belongs to the Logistics Department of university A , which is responsible for the demand of shopping service for teachers and students. Compare with profitability, university A’s supermarkets is more focused on providing students and teachers with guaranteed services and assured goods. A set of effective supplier evaluation system, can help university A’s supermarkets to identify the best supplier, through the source of the whole supply chain. This paper tries to establish a set of supplier evaluation system for university A’s supermarkets by using Delphi's expert questionnaire and analytic hierarchy process. First, make clear the basic objectives and requirements of university A’s supermarkets. It helps to delimit the basic evaluation index range of university A’s supermarkets suppliers. Using the Delphi's method to carry out a survey, after three rounds of questionnaire, supplier evaluation indicators is chosen. Then two rounds of questionnaire survey are needed to the scoring method of each indicators. University A’s supermarkets evaluation system has five first-class indicators and thirteen secondary indicators. The first-class indicators are price, quality, delivery capacity, cooperation conditions and services. Under the quality indicator, there are four secondary indicators: safety & hygiene, nutrition value, durability and informativeness. Under the delivery capacity indicator, there are three secondary indicators: loading & unloading, storage, delivery commitment. Under the indicator of cooperation conditions, there are three secondary indicators: payment, promotion & concession, order quantity. Under the service indicator, there are three secondary indicators: emergency response, after-sales service and training assistance. Then, by using the analytic hierarchy process (AHP), this paper constructs the hierarchical structure model of supplier evaluation system of university A’s supermarkets, constructs the judgment matrix, and makes the consistency test, and clarifies the weight coefficient of the index to the supplier evaluation. The weight coefficient of quality indicator is the highest, followed by the price indicator. Finally, the newly established evaluation system is applied to two cases to compare the new evaluation system to the old one. The newly established evaluation system has the advantages of systematic, fairness and practicability.ABSTRACT III In the process of establishing the evaluation system, attention is paid to the quality indicator for the basic objectives and requirements of university A’s supermarkets. According to the practice feedback, the ability of service and cooperation of the supplier is consistent with the score.
