I 摘要 随着中国经济快速发展,通过民航航班开展商贸往来日益增多,并且伴随居 民生活水平不断提升,百姓通过民航航班出行的需求也逐渐增多。因此整个民航 行业进入到快速发展期,特别是众多支线机场,更是迎来快速发展机遇。 本文的研究对象是位于三线城市 D 的典型支线机场 S 机场。近年来,S 机场 旅客吞吐量保持高速增长,面临的安全压力和管理压力日益增加。为加强制度建 设,提升管理水平,S 机场制定并实施了绩效管理制度,但受企业规模小、管理 体质僵化、人员素质较低等不利因素影响,S 机场原有的绩效管理制度在执行过 程中流于形式,无法真正发挥作用。 本文介绍了中西方和民航方面对于绩效管理的研究现状,并分析介绍了目前 较为流行的 KPI 指标法、360 度考核法、目标管理法等方法。随后,详细介绍了 S 机场的发展现状和现行的绩效管理制度,并通过访谈、调查问卷等方式系统等 梳理出了现行绩效管理制度的不足,并通过完善绩效培训、优化考核办法、优化 绩效管理办法、增加绩效保障措施等方面,对 S 机场现行绩效管理制度进行优化 提升。 笔者通过对 S 机场绩效管理制度优化方法研究,希望对 S 机场未来绩效管 理改革提供有益的参考,同时为其它支线机场建立绩效管理体系提供一定的参考 价值,为未来支线机场绩效管理理论创新抛砖引玉。 关键词:支线机场,绩效管理,优化Abstract II Abstract With the rapid development of China's economy, the commerce and trade exchanges through civil aviation flights are increasing, the living standards of residents are constantly improving, and the demand for people to travel through civil aviation flights is gradually increasing. Therefore, the rapid development of the entire civil aviation industry, especially many regional airports, usher in opportunities for rapid development. The research object of this paper is the typical feeder airport S airport located in the third-tier city D. In recent years, the passenger throughput of S airport has maintained rapid growth, and the security pressure and management pressure are increasing. In order to strengthen the system construction and improve the management level, S Airport has formulated and implemented the performance management method. However, due to the unfavorable factors such as small scale of enterprises, rigid management and low quality of personnel, the original performance management methods of SAirport are not in the process of implementation. This paper introduces the research status of performance management in China, the West and civil aviation, and analyzes and introduces the more popular KPI index method, 360 degree assessment method and target management method. Subsequently, the development status of S Airport and the current performance management methods were introduced in detail, and the shortcomings of the current methods were sorted out through interviews, questionnaires, etc., and the company's strategic objectives, improvement of performance training, and optimization of performance management methods were formulated. And increase performance guarantee measures, etc., optimize and improve the current performance management methods of SAirport.
