摘要
“军民融合”战略是我国在军队国防建设和经济社会发展实践中长期探索的过程
中提出的重大战略举措，是顺应世界主要大国发展的大趋势。“创新驱动”是我国经过
几十年的粗放集约式发展后，传统发展方式难以为继的背景下提出了又一国家战略，
其对内能提升产业能力，优化产业结构；对外能有效提升我国经济发展的质量和效益
军民融合创新是两大国家战略--“军民融合”和“创新驱动”的落脚点和切入点，它
不仅是科技革新、提升武器装备实力的有力手段，也是我国增强长期发展动力，提升
全球战略地位的有效途径
实施军民融合创新的过程中需要通过特定评价体系的设计和制定，在评估结果的
基础上制定有效提升军民融合创新能力的政策体系和相应措施路径才能更有依据地服
务军民融合创新建设。因此，选取什么样的指标，军民融合创新能力如何正确测度，
已然成为一个亟需解决的理论问题和现实问题
本文通过对国内外相关研究成果的梳理和回顾，总结了当前研究的现状和不足，
在此基础上提出了本文的研究思路--通过对军民融合创新体系和军民融合创新能力的
剖析，在已有研究成果的基础上提炼出军民融合创新能力评价指标体系，并分别运用
隶属度分析、相关性分析和鉴别力分析三种方式对初构的指标体系进行筛选，最终得
到军民融合创新能力评价指标体系。之后选取成都、德阳、绵阳三个典型地区对指标
体系进行了验证，并根据评估结果尝试提出相应对策建议。本文的创新点主要是在军
民融合发展的评价研究领域做出了探索性尝试，同时将以往指标体系中忽略的网络创
新纳入考虑范畴，建立了由军民融合创新投入能力、军民融合网络创新能力、军民融
合创新产出能力和军民融合创新环境能力4个一级指标和15个二级指标形成军民融合
创新能力评价体系

Abstract
Themilitary-militaryintegrationstrategyisamajorstrategicmoveputforwardby
Chinainthelong-termexplorationofthemilitary'snationaldefenseconstructionand
economicandsocialdevelopmentpractice,anditisamajortrendinconformingwiththe
developmentofmajorworldpowers.Innovation-drivenisanationalstrategythathas
beenputforwardafterdecadesofextensiveandintensivedevelopmentinChinaand
unsustainabletraditionaldevelopmentmethods.Itcannotonlyimproveindustry
capabilities,optimizeindustrialstructure,butalsoeffectivelyImprovethequalityand
efficiencyofChina'seconomicdevelopment.Externally,itisastrategicmeasureforChina
toformanewcompetitiveadvantageforthecountryandenhanceitslong-term
developmentmomentum.Civil-militaryintegrationinnovationisthefootholdandentry
pointofthetwomajornationalstrategies-military-militaryintegrationand
innovation-driven.Itisnotonlyapowerfulmeansforscientificandtechnological
innovation,upgradingthestrengthofweaponry,butalsoaneffectivewaytoenhance
China'sglobalstrategicposition.
Intheprocessofimplementingmilitary-militaryintegrationinnovation,itis
necessarytodesignandformulateaspecificevaluationsystem,andformulateapolicy
systemandacorrespondingmeasurepathforeffectivelyenhancingmilitary-military
integrationandinnovationcapabilitiesonthebasisoftheassessmentresultssoastoserve
themilitary-civilianfusioninnovationconstructiononamoreinformedbasis.Therefore,
whatkindofindicatorsareselectedandhowthemilitary-civilianintegrationinnovation
capabilitycanbecorrectlymeasuredstillremainsatheoreticalandpracticalissuethat
needstoberesolved.
Inthispaper,throughreviewingandreviewingtherelevantresearchresultsathome
andabroad,thestatusquoanddeficienciesofthecurrentresearcharesummarized.Based
onthis,theresearchideasofthisarticleareproposed--byanalyzingtheinnovative
military-civilianintegrationsystemandthemilitary-civilianintegrationinnovation
capability.Onthebasisofresearchresults,theevaluationindexsystemofmilitary-civilian
fusioninnovationcapabilitywasrefined,andtheindexsystemoftheinitialstructurewas。
