“十二五”时期，丰台区提出“一轴两带四区”的空间战略布局。结合世界
产业发展趋势、国家产业结构调整，以及北京市产业空间布局和丰台科技园自身
的产业积累，丰台科技园园区将工作重点聚焦在军民融合、应急救援、轨道交通
与节能环保产业基地的建设上来。2013 年，丰台科技园也开始从事军民融合产
业规划，提出发展航空航天、信息技术、卫星应用、装备制造四大集群产业，逐
步加入到军民融合集群化发展的阵营中来
本论文将以丰台科技园为例，通过对国内外产业集群、军民融合理论发展现
状，丰台科技园军民融合产业基地建设现状等进行研究，提出丰台科技园产业集
群对军民融合具有促进作用的假设。本文建立了产业集群与军民融合评价指标体
系，构建了统计模型并进行统计分析，结果显示：丰台科技园产业集群发展到某
一临界程度之前，产业集群对军民融合的促进作用是逐渐增加的；而超过这一临
界程度之后，该促进作用是逐渐减小的；在园区产业集群达到一定成熟度之后，
将不再对军民融合产业的发展产生影响。本文还根据实证分析结果，提出促进丰
台科技园军民融合产业发展的策略：前期以航空航天、卫星应用、信息技术和装
备制造四大产业集群的发展推动园区军民融合产业的总体发展，并在此基础上，
提出了详细的发展策略，为丰台科技园军民融合产业集群化发展谏言献策

Abstract
Since 2009, civil-military integration has been concerned widely by the
community, and the achievement of civil-military integration development has
become a top priority.. Practice has proved that as an important means to promote
economic growth, industrial clusters play an increasingly important role in terms of
the two-way transfer of civil-military technology and the integration development of
military economic and local economic. It has become an effective way to protect the
scaled development of civil-military integration. At present, China has 24
civil-military integration industry demonstration bases, which are the main force in
the development of civil-military integration industry.
During the Twelfth Five Year Plan period, Fengtai District proposed space
strategy layout axis 2 - four areas. Combining with the development trend of world
industrial countries, the adjustment of industrial structure, and industrial space layout
of Beijing and the Fengtai science and Technology Park's own accumulation, Fengtai
science and technology park development will focuse on the integration of military
and civilian, emergency rescue, rail transportation and the construction of energy
saving and environmental protection industry base .In 2013, Fengtai science and
technology park had begun to engage in military and civilian integration industry
planning, it had proposed four kinds of industrial clusters: the development of
aerospace, information technology, satellite application, large equipment
manufacturing, and gradually added to the civil military integration of cluster
development camp.
This paper takes the Fengtai Science Park as an example, puts forward the
industrial clusters in Fengtai science and technology park has a role in promoting the
integration of military and civilian, by means of the domestic and foreign industrial
cluster, development status of the theory of civil military integration, Fengtai science
and Technology Park of military and civilian integration situation of industry base
