通过整理分析与物资招标采购相关的国内外文献资料，提出了本文的研究目
的和意义；并在学习物资采购招标的相关论述的前提下，划分出稀土工程物资招
标采购的评价指标，进一步全方位分析了现在通用的评标方法；在总结现有稀土
工程物资招标采购现状的基础上，对招标过程中存在的问题及其原因进行分析；
并且根据稀土工程项目物资的特点进行分类，针对稀土工程中的通用物资和重要
物资分别建立评标指标体系和评标模型；最后，根据稀土工程在招标评标过程中
存在的问题，针对性的提出能够提高稀土工程物资采购管理水平的建议。本研究
通过对稀土工程物资采购过程中招评标管理体系的研究，旨在为稀土企业制定一
套合理、有效、科学的物资采购体系，以提高稀土企业物资采购的招评标管理水
平。

Abstract
Bidding is one of the common methods of material procurement. Nowadays more
and more enterprises have been frequent used of tendering procurement way in our
country, and for the company’s actual situation, the bidding method is optimized. Rare
earth industry is currently emerging industries, and its bidding is different from other
industries due to its special nature. Therefore, according to the characteristics of the rare
earth industry to develop appropriate procurement tender process, and then using
systematic and scientific evaluation methods to provide decision support, which can
develop the enormous value of rare earth enterprises in more depth.
By summarizing the research status related to the supplies purchasing by bidding,
the purpose and significance of this paper is proposed. In the premise of learning the
theory of the supplies purchasing by bidding, evaluation index of rare earths project
materials tendering procurement is divided, and the current common evaluation
methods is analyzed further. On the basis of summing up the current status of rare earths
project materials tendering procurement, the existing problems and the reasons for the
problems in the tender process is analyzed. The rare earths project materials are
classified according to its characteristics. The evaluation index system and evaluation
model are established respectively for the general supplies and critical supplies in rare
earths project materials. Finally, according to the existing problems in the tender process,
the targeted recommendation to improve the management level of rare earths project
material procurement is proposed. In this paper, through researching the bidding
management system of rare earths project material procurement, designed to develop a
reasonable, effective and scientific material procurement system in order to improve its
bidding management level.
