供应商管理库存 VMI(Vendor Managed Inventory)是上世纪八、九十年代国外
部分企业在高效响应和快速响应基础上创新发展起来的企业间合作的企业库存管
理模式。供应商通过共享下游客户库存、安全库存、某个一定时期的需求等数据负
责下游客户的库存水平,准确及时的完成物资供应,让双方享受到 VMI 管理带来
的好处。目前,供应商管理库存作为一种先进有效的库存管理策略越来越受到国内
外企业,尤其是大型生产企业的认可和应用
国家电网公司协议库存采购物资模式,主要是针对电网企业配电网工程建设时
间短、要求响应速度快的特点来设计使用的。目前在协议库存采购物资的供应上有
进一步提升的空间。由于电力企业配网工程在全地区范围内进行,工程数量庞大,
工期集中,所需物资交货期也相对集中,很多供应商在招标中标后签下大笔的合同
后,生产能力不能同时跟上,无法按客户要求的交货期交货,也有的供应商考虑仓
储成本、原材料物价的波动因素,接到实际需要订单后再生产,从而影响物资交货
进度。迫切需要采取有效措施优化配网物资供应方式,从而提升配网物资的供应保
障能力
本文对电网企业协议库存采购物资应用 VMI 模式进行了研究。论文首先在综
述国内外有关文献的基础上,阐述了供应商库存管理、供应链管理、牛鞭效应等基
础理论,为全文研究奠定了基础。论文紧密结合电网企业的现状,对电网企业协议
库存采购、电网企业库存管理要求进行了全面而深入的分析阐述。针对电网企业在
物资供应和库存管理中存在的突出问题,论述了采用供应商管理库存的必要性。其
次通过目前物资分类标准化管理和采购标准化管理及物资管理信息系统的广泛应
用与开发使得供应商管理库存模式有了在电网企业中实行的可行性
本文的成果将为电网企业创新库存管理方法,减少库存积压物资,降低库存管
理成本,保证协议库存物资供应水平提供决策依据,具有重要的理论和实践意义

Abstract
Along with people’s deepening understanding of global integration process, the
division of labor in many enterprises have continuous refinement.The horizontal
integration thoughts rise as well.The core content of thedivision of labor is to use
external resources to respond to market demand.The enterprise only grasps the core
contents of products,the orientation, the quality and the market. It’s impossible for
enterprises to meet the highest standards of every link of the productions.
Vendor managed inventory is the inventory management model which develops on
the basis of efficient response and fast response during the 1980s and 1990s in the last
century. The supplier is responsible for the inventory level of downstream customers by
sharing the data of the downstream customer inventory, safety stock, and a certain period
of demand.With accurate and timely completion of the supply of materials, both sides
can enjoy the benefits of VMI management. At present, vendor managed inventory, as an
advanced and effective inventory management strategy, has been more and more
recognized and applied by domestic and foreign enterprises, especially large-scale
production enterprises.
National Power Grid Corp agreement inventory procurement material model is
designed mainly for the power grid enterprise distribution network construction. Because
time is short and there should be fast response requirements to the design and use of the
characteristics. At present, there is room for further improvement in the supply of
inventory procurement materials. Because the electric power enterprise distribution
network project in the whole region are within the scope of engineering, a large number
of construction materials are needed for concentration. What’s more, delivery time is
relatively concentrated, and many suppliers have signed a large contract in the tender bid,
the production capacity can not keep up with the requirements of delivery. Meanwhile,
some suppliers consider the cost of storage, fluctuation the price of raw materials,
received actual need order after reproduction, affecting the material delivery schedule. It
is urgent to take effective measures to optimize the distribution of goods and materials
supply, so as to enhance the distribution of goods and materials supply support
capabilities.

inventory protocol using VMI model. Firstly, it is based on the literature review at home
and abroad, explaining the supplier inventory management, supply chain management,
bullwhip effect theory, which are the foundations for the research. The thesis closely
combined with the present situation of power grid enterprises, power grid enterprises
inventory agreement procurement, inventory management for power grid enterprises to
make a comprehensive and deep analysis of the paper. Aiming at the existing problems in
the material supply and inventory management in power grid enterprise, this paper
discusses the necessity of VMI. Secondly, through the extensive application and
development of the current material classification standardization management and
procurement standardization management and material management information system,
the vendor managed inventory model has been implemented in the power grid
enterprises.
The results of this study will be for the enterprise innovation inventory management
methods, reducing inventory backlog of materials and inventorymanagement costs,which
provide the basis for decision-making of inventory level of supply agreement. It’s
expectedto have important theoretical and practical significance.
