随着经济全球化飞速的发展和信息IT技术的突飞猛进,企业市场竞争的核心己经
由企业间的竞争向企业所在供应链间的竞争转变。供应链环境下的企业采购管理己经由
传统的采购模式向新型的采购管理模式发展。完善的新型采购模式对提升资源的优化配
置、公司的运营效率和市场竞争力有重要的意义。因此,加强物资采购管理是制造业企
业普遍关注的热点问题。
本文以大连GY轮胎制造公司为研究对象,立足GY公司所处的市场环境,从GY
公司采购管理的现状与公司供应链的内部的关联研究入手,结合国内外供应链管理的相
关研究、采购相关理论和流程重组相关研究,找出GY公司物资采购过程中存在的低价
釆购思路的问题,组织结构、釆购流程和对供应商的管理问题;然后,针对问题提出采
购管理改进的可行性方案;接着,论文对可行性方案:业务流程重组、组织结构改进和
对供应商的管理改进的方法做进一步的阐述和总结,结论得出釆购管理可行性方案中树
立总购置成本最低思路并且以ERP系统为基础的供应链环境下的采购业务重组改进是
遵循全球经济发展的趋势和战略采购管理模式,而与供应商的关系维护是以科学的供应
商分类管理和建立整体的供应商评估流程为前提,提出与核心供应商建立战略合作伙伴
关系;最后,为了采购管理改进方案的顺利实施,论文给出了 GY公司采购管理改进中
的实施保障措施,即加强公司的文化建设、人力资源保障等措施来最终达到提升公司的
市场竞争力。
本文基于长期GY公司物资采购管理实际情况与科学的理论研究分析得出公司物资
采购管理改进方案及实施保障措施对GY公司的长期发展是有益的。本文也为国内其他
同类轮胎制造公司物资采购管理改进提供借鉴作用。

Research on Material Procurement of Dalian GY Company
Abstract
With the rapid economic globalization and IT development, the core market competition
of enterprises has been changed to supply chains competition from enterprises. Procurement
management mode has been changed to new mode from traditional way under supply chain
environment. There are important for new mode to improve optimal resources allocation,
operation efficiency and market competitiveness. Therefore, strengthening the procurement
management is a common concerned hot issue in manufacturing enterprises.
With Dalian GY tire manufacturing company as the research object, the paper research on
the association between SCM internal and procurement management situation base on the
company market environment, combined the internal and external related theory of SCM,
procurement and BPR method. Then it finds the company procurement low-cost procurement
misdirection, organization structure problem, procurement process problem and supplier
management problems. Aiming at the findings, the paper provides feasibility scheme in
procurement management. Secondly, the paper gives further description and summary of the
feasibility scheme: BPR method, organization structure and supplier management
improvement. Conclusion that establishing total acquisition low cost principle and BRP theory
base on ERP system in procurement management follows the global economy rise trend and
strategic procurement mode. And the supplier relationship maintenance is based on the premise
of supplier scientific classification and whole supplier evaluation process, providing to set
strategic partnership with core suppliers. Finally, the paper provides the guarantee instructions
of strengthening cultural construction, human resources management ect.in order to implement
feasibility scheme smoothly, which ultimately enhance the company competitiveness.
The feasibility scheme base on the long-term analysis of scientific theories and company
management actual situation is meaningful to Dalian GY tire manufacturing company. This
paper is also used as the reference for the procurement management of other tire making
company.
