本论文针对新安煤业公司安全生产的特点，以“六预六防”安全预警管理理
论为指导，变“事后处理”为“事前控制”，及时排除生产过程中的不安全因素，
防止伤亡事故的发生。本文研究的主要内容包括:
1、对新安煤业公司安全预警管理现状进行了分析。通过分析了解，以建设
本质安全型煤矿为目标，“以人为本、安全为天、预防为主”为安全理念。并提
出了建立煤矿“六预六防”安全预警管理体系的重要性。
2、六预六防安全预警管理体系的构建。本文从“六预、六防”两大安全预
控管理模式入手，通过系统分析，详细介绍了六预六防安全预警管理体系的构建
过程。
3、六预六防安全预警管理的实践应用以及取得的实效。通过对主要生产指
标和安全指标变化情况的分析，以及企业安全管理水平的持续提升，总结了预警
管理取得的显著成效。
本论文不仅对煤矿的安全管理具有参考价值，对本单位的安全管理更具有重
要的参考价值和指导借鉴意义。

coal, the coal industry is the pillar industry of our country. With the increasing amount
of coal mining, security issues become particularly important, a major coal mine
accidents occurred frequently, and the underground operation, facing the water, fire,
gas, coal dust, roof and other natural disasters, the working environment is special,
hidden in the production process of risk due to greater and unsafe factors. Founding
60 years, all kinds of accidents caused by the safety management in coal mine
production, and various losses amounted to about 500000000000 Yuan, coal mine
accidents in China's annual death toll accounts for more than years of world coal mine
accident death toll to 80%, seriously affecting the stable operation of coal mine
production. All this shows that the grim situation of coal mine production safety and
improve the safety management level of the urgency and necessity.
