摘要
随着近年来食品安全形势日益严峻,食品安全事件频发,社会公众对食品安
全领域的关注度也日益上升,因此建立一套安全高效的食品监管途径也成为遏制
食品安全问题频发的重要手段。食品安全追溯体系是基于食品质量安全信号传递
机制、披露食品质量安全信息的工具,通过对食品由生产源头至消费终端的全节
点全环节行为进行记录,有效衔接各供应链之间信息传递,以达到对食品由生产
至消费全过程的安全进行有效追溯与监控
本文将对比国内外各类食品安全追溯体系建设的特点,并结合B市自身情况
与发展现状,通过运用文献研究法、比较分析法、功能分析法等方法对B市“食
品安全追溯平台”由前期架构至初步运营,由食品安全追溯的生产源头至消费终
端各节点各环节所呈现的一系列运营过程中存在的问题与困难进行深入分析。从
平台整体至局部、设计与架构、功能与模块等方面的特点进行详细地研究,找出
了诸如运营成本较高、运营机制尚不完善、运营覆盖范围和推广机制不健全等根
源性问题。同时利用运营管理的分析思维,找出该平台在实际运营过程中所遇到
的各种内部、外部环境因素影响,通过比较这些因素的内在运营联系与外在运营
障碍,对平台的运营现状进行深层次的分析,找出平台运营问题出现的症结所在,
利用相关知识为其未来更好地运营提供如何加大企业参与度和积极性、拓展平台
数据应用广度、适度加大推广力度、改善软件功能与数据接口等方面的对策与建
议,使之能够更好地解决运营现实中存在的一系列问题,通过不断完善和改进该
系统的运营状况,实现该平台保障食品安全这一建设初衷
本文的研究与对策建议对于改善B市“食品安全追溯平台”的未来运营状况
有一定的实际操作意义,同时也可以给其他尚需构建“食品安全追溯平台”的地
区提供理论与实际相结合的借鉴参照

Abstract
Food safety brooks no negligence, especially as recent years the food security
situation is increasingly serious and also saw quite a number of food safety scandals that
drew public concern. Therefore, the establishment of a safe and efficient food regulatory
approach has become an important means to curb the frequent occurrence of food safety
problems. Food Safety Tracking (FST) traces food products from its manufacturing to
its consumption. It is a system that oversees every link in the food industry and
discloses to the public information otherwise hidden. It is a tool based on the food
quality safety signal transmission mechanism and the disclosure of food quality and
safety information.
This thesis compares the mechanisms employed at home and abroad for
monitoring food safety and combined with the situation and development of city B itself.
By means of literature review, comparative study and utility assessment, it offers a
practical analysis of the issues and challenges that face the food manufacturing industry
and the FST system of City B at all different levels. Under close survey, fundamental
problems such as high running cost, imperfect operation procedure, low effective
coverage and underdeveloped promotional strategies are found plaguing the said city’s
FST system. It will research the features of the platform as a whole to local, design and
architecture, function and module in detail. This thesis examines the system from an
operational and management perspective and determines where problems exist within
the system and without, thereby making relevant suggestions on inducing more
corporate participation, enhancing FST data usage, implementing effective promotional
tactics, bettering software functionality and providing more accessible data ports, with a
view of helping to optimize the FST system so that it can better live up to its purpose.
The research and countermeasures of this thesis will be of practical use for the FST
system of the said city in the future in city B. It may also serve as a source of reference
of theory with practice for setting up FST systems in other places.
