随着经济和社会的发展,职业安全健康管理工作越来越受到党和国家领导人
的重视。而职业安全健康工作的核心是对“人”的保护。让广大劳动者实现“体
面劳动”,只有全面提升对人力资源保护,加强人力资源管理,才能确保劳动者
在劳动生产过程中的安全与健康。
湘江关西涂料公司为汽车涂料制造商,其原材料主要为苯系物,职业安全健
康管理方面存在组织结构不合理,职责不清,考核不明确、培训欠缺等问题。本
文从分析湘江关西涂料公司主要职业危害入手,评价公司职业安全健康现状,重
点对如何以完善职业安全健康管理为切入点来改善员工关系,“以人为本”是人力
资源谈的最多的课题,如何做到“以人为本”,特别是在以保护劳动者,改善劳动
关系为重点的人力资源工作中,将职业安全健康工作关联到人力资源规划、招聘
与配置、培训与开发、绩效考核、薪酬与福利以及员工关系的模块工作当中,创
建以安全为目标的企业文化;建立以危害辨识、风险评价和风险控制为核心的风
险预防机制;增强企业凝聚力,提高企业可持续发展能力。本文以湘江关西涂料
有限公司职业安全健康管理实践、现状为背景,以湘江关西职业安全健康管理体
系创建研究为切入点,按照“研究背景与意义一现状分析一体系设计一效果评级”
为路径,借助国内外关于OSHMS的研究成果,结合湘江关西涂料有限公司实际
情况,对湘江关西涂料有限公司在OSHMS的创建进行设计,提出在人力资源管
理过程中应提高操作人员的专业素质、完善绩效考核制度、建立有效的沟通反馈
机制,以保障职业安全健康管理系统的顺利实施。通过职业安全健康管理工作中
的优化,理顺了影响企业职业安全健康管理的机构和管理问题,降低了企业生产
成本。同时,由于公司的现状导致方案执行不到位,后续我们将继续监督检查,
采取加强绩效考核的方式推进职业安全健康管理工作的执行。
研究职业安全健康管理体系在公司中的应用,可以改善安全生产状况,丰富
企业管理制度的内容,增强企业核心竞争力,促进企业管理与国际惯例接轨,为
我国各项经济事业的发展创造良好的安全氛围。

people-oriented, especially in the protection of workers, improve working focusing

related to human resources planning, recruitment and deployment, training and
development, performance appraisal, compensation and benefits, employee relations
module work,created to safety as the goal of the enterprise culture; to establish the
hazard identification, risk evaluation and risk control as the core prevention
mechanism; enhancing the cohesion of the enterprise, improve enterprise capacity for
sustainable development. Based on the background of the status quo of Hunan Kansai
Automotive Coatings CO., Ltd. occupation safety and health management, in practice,

research as the breakthrough point, according to the research background and
significance, status analysis and system design effectiveness rating for the path,
through the research results help at home and abroad about OSHMS, combined with
