摘 要
随着经济全球化浪潮的日益高涨、专业化分工的不断发展,业务外包成为企业尤其是
制造企业提高企业核心竞争力、降低生产成本、扩大资源配置范围、分担企业风险的利器
之一,甚至被提到企业战略层面。根据煤炭工业分析报告显示,2013 年煤炭工业进入新一
轮的稳定增长期,随之煤机行业需求也会稳定增长。而且石煤机在煤机行业品牌知名度高、
产品设计能力强等优势。然而国外煤机企业也加快了进入中国的脚步,使得煤机行业竞争
异常激烈;煤机市场需求开始朝向多样化、个性化发展,这就要求企业适应瞬息万变的市
场,随时调整企业战略。以往依靠企业自身能力就能满足市场需求,抢占市场的局面不复
存在,企业只有充分利用全球资源,形成自己的战略联盟,加强对市场的感知能力,提高
核心竞争力,才能在严峻的市场环境中生存。而业务外包满足了企业上述需求,成为企业
的必然选择。
本文以石煤机业务外包为例,首先梳理了国内外学者对业务外包的相关理论研究,明
确了业务外包对企业生存和发展的重要意义。其次结合石煤机实施业务外包的现状,发现
石煤机具有品牌知名度高、准时交货、售后良好、产品性价比高等优势,但同时生产费用
高、原材料和产品库存高、检测装备手段落后、决策链过长等劣势;但分析其外部环境,
发现煤机市场需求的新一轮稳定增长、国家进行政策支持、业务外包供应商生产能力提升,
都有利于石煤机发展,但面对国内外激烈的竞争、客户要求提高等外部威胁,同时石煤机
现行的业务外包管理具有业务外包供应商选择不当、产品质量监控难、企业信息泄露、产
品交货期不稳定、售后被动、核心竞争力判断不当、外包成本增加等问题。文章第五部分
结合相关理论和石煤机具体情况提出了科学选择业务外包供应商、建立完善的契约之都、
实行全面质量管理、注重与业务外包供应商关系的维护等措施,希望能够对石煤机的业务
外包管理有一定的借鉴意义。

Abstract
With the continuous development of the economic globalization tide is surging, specialized
division of labor, outsourcing production to become the enterprise especially the
manufacturing enterprises to improve the core competitiveness of enterprises, reduce the
production cost, expand the scope of the allocation of resources, sharing of enterprise risk tool,
even mentioned the strategic level enterprises.
Based on production outsourcing coal machine as an example, first introduces the related
theories of domestic and foreign scholars on production outsourcing, the outsourcing
of the important significance to the survival and development of enterprises. Secondly combine
coal machine implementation of outsourcing production, comprehensive analysis, found the ston
e coal machine with high brand awareness, on time delivery,good customer service, product cost
advantage, but at the same time,high production cost, raw material and product inventory is high,
detection equipment means backward, decision-making chain is too long and other weaknesses,
but the analysis of the external environment, to find the demand for coal market a new round
of steady growth, the national policy support, the supplier production ability, is conducive to
the development of stone coal machine, but the fierce competition at home and abroad, the custo
mer requirements to improve the external threat, while coal machine current production manag
ement outsourcing supplier selection, the quality of the products is difficult to
monitor, enterprise information, product delivery is not stable, passive, customer service core co
mpetitiveness of judgment, outsourcing cost increase etc.. In the fifth part, combined with the
theory of coal machine and put forward the scientific selection of suppliers, the establishment
and perfection of the contract, the implementation of total quality management, with the
emphasis on supplier relationship management and other measures, hope to the outsourcing of
production management for coal machine and have certain reference significance.
