我国国民经济总量跃居世界第二,能源生产以及消费正面临着转型和升 级,建设新型现代化的能源体系应具备清洁低碳、安全高效的能源特征,以 核能为代表的新能源优势明显。核能项目的建设发展可为有效解决气候变暖、 有害气体排放等多种全球性问题提供重要保障。30多年来,我国始终坚持安 全开发利用核能,但新的发展形势下,核电行业面临着制约核电项目落地的 关键约束,核能公众可接受性是最基础和最根本的发展瓶颈之一。根据国家 有关规定,核电企业在核电项目开发建设过程中,要与地方政府和周边公众 密切联系,强化核电公众沟通工作,确保和维护公众的知情权、参与权和监 督权,提高公众对项目建设的支持度,以确保核电项目建设工作顺利开展。 本文首先介绍了开展核电项目建设公众沟通管理工作的重要意义,对国 外内核电风险沟通、核电认知及可接受性的研究现状及发展动态进行了概述, 并阐述了邻避效应、风险感知与放大理论、信任理论和利益相关者理论等核 电公众沟通相关的基础理论。基于相关理论的理解,深入剖析了我国核电企 业公众沟通管理典型案例及面临的挑战,找到了核电公众沟通管理成效的原 因,结合核电企业实践经验选取国内某典型核电项目开展了核电可接受性调 査实证分析,定量化分析结果显示样本公众的性别、年龄、居住区域、职业、 文化程度、家庭收入等个体特征和核电科普工作有效性、涉及自身利益情况、 获取核电及项目信息途径等是影响公众可接受度的主要因素,建立了基础理 论与管理实践及实证分析的内在联系,为本文研究提供了理论依据和实践依 据。在以上研宄的基础上,本文提出了建立新形势下适应于我国核电企业的 公众沟通工作长效机制,形成“科普宣传、公众参与、信息公开、舆情管控、 融合发展”五位一体的核电企业公众沟通工作模式,可为核电企业高效规范开 展公众沟通管理工作提供重要参考。 关键词:核电企业;公众沟通;核电风险认知;核电可接受性 I 华北电力大学硕士学位论文 Abstract Chinafsnationaleconomyrankssecondintheworld.Energyproductionand consumptionarefacingtransformationandupgrading.Buildinganewmodemenergy systemshouldhavethecharacteristicsofclean,low-carbon,safeandefficient.Asone oftherepresentatives,nuclearenergyhasobviousadvantages.Nuclearenergy developmentcanprovideimportantguaranteeforeffectivelysolvingglobalproblems suchasclimatewanningandharmfulgasemissions.Formorethan30years,China hasalwaysadheredtothesafedevelopmentandutilizationofnuclearenergy. However,underthenewdevelopmentsituation,thenuclearpowerindustryisfacing thekeyconstraintsrestrictingtheimplementationofnuclearpowerprojects.The publicacceptabilityofnuclearenergyisoneofthemostbasicandfundamental developmentbottlenecks.Accordingtotherelevantnationalregulations,nuclear powerenterprisesshouldkeepclosecontactwithlocalgovernmentsandthe surroundingpublicduringtheconstructionofnuclearpowerprojects,strengthenthe publiccommunicationofnuclearpower,ensureandmaintainthepublic'srightto know,participateandsupervise,andimprovethepublic*ssupportfortheproject construction,soastoensurethesmoothdevelopmentofnuclearpowerproject construction. Thisarticlefirstintroducestheimportanceofpubliccommunication managementduringtheconstructionofnuclearpowerproject,summarizesthe researchstatusanddevelopmenttrendsofriskcommunication,nuclearpower cognitionandacceptabilityathomeandabroad,andexpoundsthebasictheories relatedtopubliccommunicationofnuclearpower,suchasNIMBYeffect,risk perception,amplificationtheory,trusttheoryandstakeholdertheory.Basedonthe understandingofrelevanttheories,thisarticledeeplyanalyzesthepractical experienceandchallengesofpubliccommunicationmanagementinChina'snuclear powerenterprises,findsoutthereasonsfortheeffectivenessofnuclearpower publiccommunicationmanagement,andcombinesthepracticalexperienceofnuclear powerenterprises,selectsatypicalnuclearpowerprojecttocarryoutanempirical analysisontheacceptabilityofnuclearpower.Thequantitativeanalysisresultsshow thatthegender,age,livingarea,occupation,educationlevel,familyincomeandother personalcharacteristicsofthesurveyedpublic,aswellastheeffectivenessofnuclear powersciencepopularizationwork,theirowninterests,accesstonuclearpowerand II projectinformationarethemainfactorsaffectingtheacceptabilityofpublicnuclear powerprojects.Theinternalrelationshipamongthebasictheory,management practiceandempiricalanalysisisestablished,whichprovidestheoreticalandpractical basisforthisstudy.Onthebasisoftheaboveresearch,thisarticleproposesto establishalong-termpubliccommunicationmechanismsuitableforChinafsnuclear powerenterprisesunderthenewsituation,formingpubliccommunicationmodeof "popularsciencepublicity,publicparticipation,informationdisclosure,publico pinion control,andintegrateddevelopment'whichcanprovideimportantreferencefor nuclearpowerenterprisestocarryoutpubliccommunicationmanagementeflBciently.
