人才对于企业持续发展、保持健康活力起到至关重要的作用。我国作为烟 草大国,烟草行业是国民经济中的一项重要组成部分。随着控烟履约的不断深 入,卷烟行业的发展受到越来越多的限制,在当前控烟形势日益严峻、行业发 展空间日趋狭窄的背景下,为应对新形势迎接新挑战,2018年行业采取了一系 列新的战略举措。面对风起云涌的外部环境变化,企业内部更加需要强有力的 人才保障支撑,方能在发展变革中立于不败。为适应行业发展的人才需求,兰 州市烟草公司必须深入思考如何有效提升员工能力素质这一重要课题。 2014年兰州市烟草公司为规范公司培训工作,建立了员工培训的标准化体 系,运行情况显示,目前的体系设计管理都较为粗放,存在以下几个方面的问 题:缺乏完善的需求分析,缺乏有针对性的培训内容及科学的培训方式,缺乏 系统的评估体系,缺乏合理的考核激励机制,缺乏有效的成果转化机制,这些 问题严重影响培训质量,导致员工的培训满意度低,培训效果不佳。 针对上述情况,本文参考人力资源管理中员工培训相关理论,对兰州市烟 草公司员工培训体系重新优化设计。在培训需求分析方面,根据培训需求分析 OTP模型,分别从组织层面、工作层面、员工层面进行设计。对于培训方式和 培训内容方面,针对不同岗位不同培训对象,分别对内容及方法进行优化,使 其更具针对性。对于员工培训评估方面,本文借鉴柯氏四级培训评估模式,建 立有效的员工培训效果评估机制。对于培训效果考核方面,建立技能鉴定评聘 制度和培训成效奖惩制度,激励员工积极参与培训。在培训成果转化方面,分 别从参培学员、指导老师、实施部门三个层级入手,建立培训成果转化机制。 最后,结合公司实际,提出保障对策。本文旨在通过优化培训体系,加强公司 人才队伍建设,培养适应时代发展具有创新能力的专业型技术人才和综合管理 型人才,不断提升兰州市烟草公司核心竞争力。 关键词:兰州烟草,培训体系,优化 MBA学位论文作者:窦蕙文兰州市烟草公司员工培训体系优化研究 II RESEARCHONOPTIMIZATIONOF EMPLOYEETRAININGSYSTEMOFLANZHOU TOBACCOCOMPANY Abstract Humanresourcesplayavitalroleinthesustainabledevelopmentandhealthy vitalityofenterprises.Tobaccoindustryisanimportantpartofthenationaleconomy. Lanzhoutobaccocompanyestablishedastandardizedsystemofemployee trainingin2014.However,theoperationshowsthatthecurrentsystemisextensivein designandmanagement.Existthefollowingproblems:lackofrequirementanalysis, lackoftargetedtrainingcontentandscientifictrainingmethods,thelackof evaluationsystem,lackofassessmentofincentivemechanism,lackofeffective transfermechanism.Theseproblemsseriouslyaffectthetrainingquality,resultingin lowtrainingsatisfactionandpoortrainingeffect.
