在当前,随着民办高等院校如雨后春笋般的出现,各类学校对于教育市场的竞争也 愈演愈烈。民办高校作为我国高等教育的一支重要的组成力量,对于我国高等教育综合 水平的提升承担着其独特的历史使命。存在着诸如自身发展长远规划不够详尽、办学经 费来源单一、生源质量偏低、高水平师资力量不足、科研能力不高、真正独特的办学特 色不突出等共性问题。面对高等教育市场细分带来的多种需求和政策调整创造的诸多机 会,民办高校如何大力深化机制和体制改革,提升为经济社会发展输送人才的历史使命, 提高对社会的服务功能,将直接影响民办高校提升自身核心竞争力的发展方向。 本文通过对郑州S学院内外部环境和发展状况的分析,对其过去的发展战略进行研 判,并对学校未来核心竞争力的提升提供更多参考依据,同时更加明晰学校当前的核心 竞争优势,为学校提高核心竞争力提供一定的参考和建议。郑州S学院在不同时期的办 学主体不同,分别具有独立院校、中外合作办学机构、民办高校的相似特点。又因其办 学性质的多次转变具有很明显的独特性,均有一定的研究价值和借鉴意义。在不同时期 随着办学主体的变化,创办团队对学校发展方向的把控有非常重要的影响。随着学校脱 离郑州大学的办学母体,面临着独自接受教育主管部门的重新考评和市场对学校的直接 考验。如何顺利走出转型带来的阵痛期,对学校今后的发展提出了巨大的挑战。通过对 郑州S学院核心竞争优势的归纳和研究,笔者认为,郑州S学院的核心竞争优势以及在 战略制定及执行方面存在诸多不足。如:对于战略制定的重视程度不够;师资队伍规划 不足;对科研的重视程度不够;盲目追逐市场热点,投资过度多元化;政策把握失误, 延误转设契机等。与此同时,结合学校的发展,笔者认为郑州S学院的核心优势包括: 创业型的团队;先进的办学理念;灵活的管理机制;特色学科建设优势;突出的校园文 化环境;多元国际化的办学资源;独具特色的育人模式等。并提出郑州S学院今后应从 人才强校、特色兴校、质量立校、融合促校,四个方面布置发展战略,以持续提升学校 的核心竞争力,帮助学校走出目前的困境。 随着教育主管部门对于民办教育市场的监管更加严格,与此同时市场对于高水平民 办高校的需求日益突出,这引发了更加激烈的行业竞争,现有民办高校对于有效提升自 II 身的核心竞争力的需求已经刻不容缓。笔者认为,可以从以下几个方面思考提升自身的 核心竞争力。第一、坚持科学定位,提升学校内涵发展;第二、坚持灵活的管理体制, 提升学校运营成效;第三、坚持国际化发展,提高学校的国际影响力;第四、加持合作 发展,提升学校社会服务贡献力;第五、坚持从差异化发展,提升学校品牌影响力;第 六、坚持特色发展,提升学校核心竞争力。本文提出的改进策略也试图探索中国高水平 民办高等教育发展模式,对同类型民办高校如何结合自身实际情况,提升自身核心竞争 力提供一些新的思路。 关键词:民办高校,核心竞争力,提升策略 III ABSTRACT At present, with private universities and colleges’ springing up like mushrooms, competitions among various colleges and universities in education market have become increasingly fierce. Serving as an important constitution power of China’s higher education, private universities and colleges undertake a unique historical mission for improving the comprehensive standard of China’s higher education. Some common problems exist as follows: the long-term plan for their self-development is not made in detail; the source of financial resources is very single; the quality of students’ source is low; there is a shortage of high-level teachers and their capacity for scientific research is not high; the real unique school-running characteristics are not prominent. In face of various needs brought by the subdivision of high education market and numerous opportunities created by policy adjustment, how private universities and colleges deepen system and mechanism reform, improve schools’ historical missions of providing talents for economic society and improve private universities and colleges’ service function to society will directly influence private universities and colleges’ direction and path of improving their core competiveness. In this paper, through the analysis of internal and external environment in private school, Zhengzhou S College, the author makes a study on its previous development strategy, thus providing more references basis for the school to improve its own core competiveness in the future. Meanwhile, this paper aims at making the current core competitive edge become clearer, which will provide certain references and suggestions for the strategy of school’s improving core competiveness in the future. Zhengzhou S College has different subjects of school-running in different periods, with the similar characteristics of independent colleges, Sino-foreign cooperative education institutions and private higher education institutions. Furthermore, because of the obvious uniqueness of its education nature’s change, it has certain research values and referential values. With subjects of school-running’s change in different periods, team founding of colleges has a very important influence to school’s development direction and control. Finally, through the summary and research of this school’s core competiveness, the author proposes the school’s development countermeasures in the next stage, helping the school get out of current dilemma. The author believes there IV are a lot of deficiencies in Zhengzhou S College’s core competiveness, its strategy making and implementation. For example, the strategic making is not attached enough importance; there is a shortage of teaching staff’s plan; the scientific research is not attached enough importance; the school is blindly in pursuit of market focus; the investment is over diversified; there is a fault in policy control and reform opportunities are delayed. Meanwhile, in combination with the school’s development, the author believes that the core advantage of Zhengzhou S College includes: entrepreneurship-type team; advanced theory on school management; flexible administrative mechanism; superiority of characteristic discipline construction; outstanding campus culture environment; diverse and international resources for running school; educational mode with unique characteristics. In addition, the author proposes that Zhengzhou S College should set its development strategy from four aspects: talents developing strategy, characteristic schooling, strengthening school with high teaching quality and promoting school development with scientific research, thus improving the school’s core competitiveness. With China’s more strict management for private education’s market, the demands for high-level private universities and colleges are increasingly prominent. They face an even more serious industrial competition. It is urgent for current private universities and colleges to effectively improve their own core competitiveness. The author thinks their own core competitiveness can be improved from the following several aspects. Firstly, they should adhere to flexible school-running system and improve the management efficiency; secondly, they need to make the school plan, long-term layout, clear objectives, effective supervision and gradual implementation. Thirdly, they should improve their quality of running schools and create preponderant professional disciplines. Fourthly, they ought to strengthen the attribute of social service and improve the effectiveness of talents training. Fifth, they should highlight the characteristic and condense their own advantages. In this paper, the author proposes the improvement strategy and tries to explore the development pattern of China’s high-level non-governmental higher education so as to provide some new ideas about how the same types of private universities and colleges improve their core competitiveness in combination with their own actual situations.
