企业文化建设根本是实行“以人为本”的管理思路,注重“人”在企业发 展中的主导作用,是在经历强人管理、科学管理之后,世界管理界倡导的一种 新型管理模式—企业文化管理。开展企业文化建设,有利于在企业变革关键时 期,消除企业内部的管理矛盾,通过文化引领,提高员工对企业战略目标的认 同度,增强员工行为的自觉性,形成企业与员工共同成长的美好愿景。同时, 企业文化内涵丰富,覆盖面广,与企业的生产、安全、质量等紧密结合,选择 企业文化建设作为企业管理的新的突破口,是当前大多数企业高度认同的管理 理念。 随着烟草行业内部改革的逐步深入,行业经营管理秩序日趋规范,国家烟 草专卖局制定并下发了《中国烟草企业文化建设纲要》,对企业开展企业文化 建设提出迫切要求。企业文化建设是企业生产经营管理的重要组成部分,开展 企业文化建设有利于行业员工形成统一的价值认同,在物质、行为、制度、精 神层面达到一致,促进企业持续健康发展。 本文以国内外有关企业文化建设理论为基础,首先国内外企业文化研究成 果进行了综述,然后进一步阐述了企业文化建设的相关理论基础。并以厦门烟 草工业有限责任公司已开展的企业文化建设为研究蓝本,总结了该公司企业文 化建设的基本成效,通过设计座谈问卷的方式,对现已开展的情况进行了充分 了解,查找出了该企业在企业文化建设中及未来建设可能出现的问题,以王成 荣提出的企业文化现状的盘点与分析,企业文化建设规划的制定,企业文化理 念的定格设计,企业文化的传播、拓展和实践巩固,企业文化的完善与创新的 五阶段论为基础,针对性的进行剖析与研究,并提出具有较强操作性的改进意 见,力图为烟草企业文化建设方面提供可行的借鉴与参考。 关键词:烟草工业企业 企业文化 企业文化建设 II Abstract Enterprise culture construction is based on the idea of "people-oriented" management concept, which pays attention to the leading role of "people" in the development of enterprises. It is a new management mode advocated by the management circle in the globe after concepts of strong man management and scientific management. Implementing enterprise culture construction is conducive to eliminating the internal management conflicts, improving employees’ recognition of the strategic objectives of enterprises, enhancing the behavior consciousness of employees, and forming a good vision for the common growth of enterprises and employees through cultural guidance in critical period of enterprises. Meanwhile, enterprise culture has rich connotation and wide coverage and is closely related to the production, safety and quality of enterprises. Enterprise culture construction is considered as a new breakthrough in enterprise management by most enterprises. With the gradual deepening of the internal reform of the tobacco industry and the increasingly standardized management in the industry, the State Tobacco Monopoly Administration has formulated and issued the Outline for the Construction of Chinese Tobacco Enterprise Culture , which puts forward urgent requirements for enterprise culture construction in the industry. Enterprise culture construction is an important part of enterprise production, operation and management. The implementation of enterprise culture construction is conducive to forming a unified value among employees in the industry, achieving consistency in material, behavioral, institutional and spiritual levels so as to promote the sustainable and healthy development of enterprises. Based on the theories of enterprise culture construction at home and abroad, this paper first summarizes the research results of enterprise culture at home and abroad, and then further elaborates on the theoretical basis of corporate culture construction. Taking the enterprise culture construction already carried out by Xiamen Tobacco Industrial Co., Ltd. as the research blueprint, this paper summarizes the basic effect of the enterprise culture construction of Xiamen Tobacco Industrial Co., Ltd. Through III questionnaires and interviews, it fully figures out the current situation and finds out the possible problems in the company’s future enterprise culture construction. Based on Wang Chengrong's five-stage theory including present situation of enterprise culture, the formulation of the enterprise culture construction plan, the design of the concept of enterprise culture, the dissemination, expansion and consolidation of enterprise culture, and the perfection and innovation of enterprise culture, this paper makes a pertinent analysis and research and puts forward some applicable suggestions for improvement, so as to provide feasible references for the construction of tobacco enterprise culture.
