随着社会经济的不断发展和社会文明的进步,环保监测已经逐渐受到人们的关注和 重视。环保监测企业具有盈利性和社会性的双重属性,公司内部各部门不同的运作模式, 更使得公司的绩效考核尤为重要。一套公平公正且完善的绩效考核方案,能够成为激励 环保监测企业员工提升自身职业技能水平和提高其工作积极性的有效手段,最终达到提 高企业实力和竞争力的目的,促进企业自身不断进步,为我国的生态文明建设做出贡献。 本文以人力资源管理理论为基础,探讨了绩效管理和绩效考核的联系和区别,并通 过调查问卷和实地走访了解到 X 环保监测公司的基本情况以及公司的绩效考核现状,重 点对其绩效管理存在的问题和原因进行分析阐述。由于 X 环保监测公司是有限责任公司, 并且是技术密集型企业,因此本文将关键绩效指标法和平衡计分卡相融合,根据各部门 工作任务和目标绩效的不同进行考核指标细化,对 X 环保监测公司各部门的绩效考核方 案进行了优化设计。同时,本文引入企业社会性价值,突出 X 环保监测公司的社会属性, 将企业社会性价值放在整个企业绩效管理体系之中,形成完整的企业制度保障。以期对 我国环保监测行业的企业绩效管理提供一定的参考。 关键词:环保监测公司,绩效考核,关键绩效指标法,平衡计分卡III Abstract With the continuous development of social economy and the progress of social civilization, environmental protection monitoring has gradually attracted people's attention and attention. Environmental monitoring enterprises have the dual attributes of profitability and sociality. Different operating modes of different departments within the company make the performance appraisal of the company particularly important. A fair, fair and perfect performance appraisal scheme can become an effective means to encourage employees of environmental protection monitoring enterprises to improve their professional skills and work enthusiasm, and ultimately achieve the purpose of improving the strength and competitiveness of enterprises, promote the continuous progress of enterprises themselves, and contribute to the construction of ecological civilization in China. Based on the theory of human resource management, this paper explores the relationship and difference between performance management and performance appraisal, and through questionnaires and field visits, understands the basic situation of X Environmental Protection Monitoring Company and its performance appraisal status, focusing on the analysis and elaboration of the problems and causes of its performance management. Because X Environmental Protection Monitoring Company is a limited liability company and a technology-intensive enterprise, this paper integrates the key performance indicators method and the balanced scorecard, refines the evaluation indicators according to the different work tasks and target performance of each department, and optimizes the performance evaluation scheme of each department of X Environmental Protection Monitoring Company. At the same time, this paper introduces corporate social value, highlights the social attributes of X environmental protection monitoring company, puts corporate social value in the whole enterprise performance management system, and forms a complete enterprise system guarantee. In order to provide some reference for enterprise performance management of environmental protection monitoring industry in China.
