我国统计工作在改革幵放之后,伴随着国民经济的迅速崛起迎来了大的发展。但

针对企业的不同产业或活动的普查和常规统计都是相互独立设计的;在统计数据生产

方式上,由各专业相对独立的采集原始数据、自成体系地完成各环节统计业务的工作

模式,客观上导致各统计专业之间互补性不强,统计制度方法标准化程度不高。这些

问题不仅仅在技术上为更高效的统计工作制造了难度,更为重要的是,影响了统计的

准确性、科学性,客观上影响了统计工作发挥作用。在这种情况下,“企业一套表”

改革应运而生。

本文在梳理电子政务及数据统计相关理论研究成果的基础上,首先分析了传统企

业统计数据生产方式的弊端,研究了电子政务平台建设与企业统计数据生产方式的关

系和电子政务在企业统计数据生产方式中的应用,并结合昆明市统计局进行案例分析,

对其改革开放以来统计数据生产方式的演进进行梳理,探讨了其推行的“企业一套表”

改革的背景、意义和实施概况,认识到目前昆明市统计局的“企业一套表”改革面临

着基层单位对统计重视不够、统计从业人员素质不高、意识不强、上报网络不畅、数

据真实性不强等问题,并分析了问题产生的原因。在此基础上,提出了完善昆明市统

计局“企业一套表”改革的对策与措施,重点强调了在管理体制、制度建设、流程创

新方面的改革原则。

Abstract

After reform and opening up, statistical work in our country had great development

along with the rapid rise of the national economy. But the census about enterprises of

different industries or activities and conventional statistics is designed independent; On the

mode of statistical data production, the work mode that each professional office collects

raw data and completes relevant work independently is not appropriate ,because it leads to

less complementary between all professionals and statistical system is not standardized

highly. These problems not only have made the difficulty for more efficient statistical work

in technology,more importantly, affected the accuracy and the scientific of the statistics,

objectively affected the statistical work. In this case, a set of enterprise table reform arises

at the historic moment.

On the basis of related theory research results about the electronic government affairs

and data census, first of all,this paper analyzes the disadvantages of the traditional mode of

production enterprise statistics, studies the e-government platform construction and

enterprise statistics mode of production relations, the use of electronic government affairs

in the enterprise production mode. Then based on case analysis of Kunming municipal

bureau of statistics, analyzing the mode of statistical data production, discussing the

background, significance and implementation of the reform of a set of enterprise table

reform, at the end it realizes a set of enterprise table reform of the Kunming municipal

bureau of statistics faces these problems. Basic unit does not have enough attention,

statistical personnel quality is not high, and the reporting network and data authenticity are

poor. The paper analyses the causes of these problems. Then the paper puts forward

measures to perfect a set of enterprise table reform of the Kunming municipal bureau of

statistics and emphasizes measures on management system, the system construction, the

reform principles of process innovation.
