摘要
随着科技的进步、经济的发展,全球化竞争市场和全球化信息网络逐渐形成,企
业管理模式从“纵向一体化”向“横向一体化转变,因此企业与企业之间的竞争,
已转化为供应链与供应链之间的竞争。釆购是供应链管理环节中一项极其重要的因
素,因为买家与供应商的关系以及供应商的能力决定着釆购物料的质量,交期,价格
等因素。另外,采购是大多数企业发生成本最大的领域,充分挖掘采购的利润,对于
降低采购成本,提高企业竞争力有着重大的战略意义
论文的目的是运用现代供应链管理及采购管理的先进思想、理念,通过对实践企
业采购环节的分析,挖掘问题,提出改善方法和对策,并为我国制造型企业的采购管
理提供参考建议
论文就目前企业在采购成本、库存成本、采购组织设置、供应商管理、采购绩效
管理等方面进行分析,提出改善措施:采购组织变革,将战略采购与操作采购分开,
实现资源高效配置的同时防控采购风险;建立完善采购的内部控制制度与流程,通过
制定差异化的采购流程和标准合同文本,使采购业务标准化、采购效率高效化;建立
供应商管理及绩效评价体系,建立供应商评价模型MQCDST评价,优化供应商结构,
与最优供应商建立战略合作伙伴关系,降低供应链成本;建立采购绩效评价体系,与
标杆企业对标,寻找差距及问题,使某企业供应链管理创一流;搭建一体化采购信息
共享平台,通过订单协同、数据共享,实现信息化、全球化采购
通过推行一系列采购管理改善活动,某企业的采购管理绩效取得了显著的成绩,
为跻身世界500强企业奠定了坚实的基础

ABSTRACT
During the technology innovation and economy development,globalized
competitive market and information network is constructing. Management module of
enterprise changes from Vertical Integration to Horizontal Integration. It induces the
competition change from enterprise phase to supply chain phase. Purchasing is one of
the most significant factors of supply chain. That is because the inbound material
quality5delivery and purchasing cost ale decided by the relationship between merchant
—supplier and supplier capacity.
The purpose of this paper is using of the supply chain management modern and
the advanced purchasing management idea、mining, through the problem analysis in
enterprise, providing improvement methods and Countermeasures, and providing
suggestions for procurement management in manufacturing enterprise of china.
This paper analysis procurement cost, inventory cost, purchasing organization,
supplier management,procurement performance management, providing improvement
measures: changing procurement organization, separated from the procurement
sourcing strategy and operation, to achieve efficient allocation of resources and the
prevention and control of procurement risk; to establish and perfect the internal
control system and the process of procurement, the procurement process and standard
contract texts formulated differentiated, the procurement business standardization, the
high efficiency of procurement; supplier management and performance evaluation
system, the establishment of supplier evaluation model of MQCDST evaluation,
optimize the structure of suppliers, to establish the strategic partnership with the best
supplier, rationalization of business process, coordinate activities, reduce supply chain
costs;the establishment of procurement performance evaluation system, benchmarking
and benchmarking enterprises, find the gap and problem, make an enterprise supply
chain management;building information platform,through order collaboration,data
sharing, realize the informationization, globalization procurement.
Improvement activities through the implementation of a series of procurement
