近几年,世界的科技竞争进入白热化阶段,以创新为核心动力的经济高质量发
展成为时代的主旋律,在此背景下,中国坚持走自主创新道路,实施创新驱动战略。
高技术产业具有创新资源投入大、知识和技术密集程度高等特点,使其成为实现我
国创新驱动发展战略目标的主力军。但长期以来,我国的区域创新水平与高技术产
业发展水平呈现出东部地区“双高”、西部地区“双低”的现象,这既表明我国的创
新能力和高技术产业发展水平存在区域不均衡的问题,更反映出创新能力和高技术
产业发展水平之间存在一定的关联。以往研究也发现区域的创新能力与人才、资金、
技术等创新资源集聚水平高度关联。因此,从区域层面探究创新资源集聚对高技术
产业发展的作用机制,对于更好地发挥创新要素集聚对高技术产业发展的促进作用
意义重大。
本文基于创新理论、产业集聚理论等理论,利用 2009-2019年全国 31个省级的
面板数据,运用回归模型,实证研究了创新要素集聚对高技术产业发展的影响机制,
研究发现:第一,区域的创新要素集聚对高技术产业发展既具有直接的正向影响,
也能够以专利产出为中介变量对高技术产业发展产生间接的正向影响。同时,政府
科技投入在创新要素集聚和高技术产业发展之间具有调节作用。第二,创新人才集
聚和创新资金集聚独立影响高技术产业发展的实证研究结果也显示,创新要素集聚
对高技术产业发展具有显著的促进作用,且在这两类创新要素集聚促进高技术产业
发展的过程中,专利产出和政府科技投入均分别发挥具有中介效应和调节效应。比
较而言,创新人才集聚对高技术产业发展的促进作用更大。第三,进一步地对创新
要素集聚进行分阶段讨论,结果也表明四个阶段的创新要素集聚均对高技术产业发
展产生促进作用。揭示创新要素集聚对高技术产业的影响机制,既拓展了对高技术
产业发展影响因素的研究视角,也为通过促进创新要素集聚和更好地发挥创新要素
集聚对高新技术产业发展的推动作用提供理论依据。

RESEARCH ON THE INFLUENCE
MECHANISM OF INNOVATION FACTOR
AGGLOMERATION ON THE HIGH-TECH
INDUSTRY DEVELPOMENT
ABSTRACT
In recent years, the world's scientific and technological competition has entered a
white-hot stage, and high-quality economic development with innovation as the core
driving force has become the main theme of the times. Under this background, China
adheres to the path of independent innovation and implements the innovation driven
strategy. High-tech industry has the characteristics of large investment in innovation
resources and high intensity of knowledge and technology, which make it the main force to
realize the strategic goal of innovation driven development in China. However, for a long
time, China's regional innovation level and the development level of high-tech industry
have shown the phenomenon of "double high" in the eastern region and "double low" in
the western region. The phenomenon not only shows that there is a problem of regional
imbalance between China's innovation ability and the development level of high-tech
industry, butalso reflects acertain correlation betweeninnovation abilityand the
development level of high-tech industry. Previous studies have also found that regional
innovation ability is highly related to the agglomeration level of innovative resources such
as talents, capital and technology. Therefore, it is of great significance to explore the
mechanism of innovation resource agglomeration on the development of high-tech industry
from the regional level.
Based on the innovation theory and industrial agglomerationtheory, this paper
empirically studies the impact mechanism of innovation factor agglomeration on the
development of high-tech industry, with the panel data of 31 provinces in China from 2009
to 2019 and regression model. The research finds that: Firstly, regional innovation factor
agglomeration has a direct positive impact on the development of high-tech industry, and
it can also have an indirect positive impact on the development of high-tech industry with
patent output as an intermediary variable. At the same time, government science and
technology investment plays a regulatory role between the agglomeration of innovation
factors and the development of high-tech industries. Secondly, the empirical research

resultsofinnovativetalentagglomerationandinnovativecapitalagglomeration
independently affect the development of high-tech industry also show that innovation factor
agglomeration plays a significant role in promoting the development of high-tech industry,
and in the process of these two types of innovation factor agglomeration promoting the
development of high-tech industry, patent output and government science and technology
investment play an intermediary effect and regulatory effect respectively. Comparatively
speaking, the innovative talent agglomeration playsa greater role in promoting the
development of high-tech industry. Thirdly, the results also show that the four stages of
innovation factor agglomeration can promote the development of high-tech industry.
Revealing the impact mechanism of innovation factor agglomeration on high-tech industry
not only expands the research perspective on the influencing factors of high-tech industry
development, butalso provides a theoreticalbasis for promotinginnovation factor
agglomeration and giving better play to the role of innovation factor agglomeration in
promoting the development of high-tech industry.
