改革开放以来,作为金融管理有效辅助手段的融资担保行业,在金融市场发展
中起着积极、显著地金融作用。从我国担保机构成立背景来看,可划分为:政策性
担保机构、民营担保机构。近年来,民营担保机构面临经营困难、举步维艰的困境,
在国有担保机构的天然竞争优势挤压下,摘牌退市、转型、寻求其他出路已然成为
全国各地大量民营担保机构不得不面对的现状。针对业务量萎缩、获客难、担保费
低、代偿率上升的困境,民营担保机构陷入经营困难的持久战中。
本文以民营担保机构 JS担保公司二手房阶段性担保业务为主要研究对象,运用
五种基本竞争力量理论,分析了企业现状和所处的行业背景,运用相关的风险管理
理论为基础,通过对外部风险及内部风险进行有效的风险识别,深入地从风险管理
体系、信用识别体系、项目审批体系、运营操作模式等四个方面进行全面的风险评
估。对已识别和评估后的风险提出了针对性的风险管理优化策略。本人通过对 JS担
保公司二手房阶段性担保业务的全面研究,希望有效提升企业的风控管理水平、优
化风险管理体系,建立更加有效的审批机制。通过研究 JS担保公司创新的二手房阶
段性担保业务,不仅为企业自身提升市场竞争力,带来发展出路,还为担保行业新
增加了一款市场需求广、担保风险点、亲民普惠的担保业务品种,为我国二手房交
易中存在的各类需求提供了有力的金融产品支持。同时,该担保业务还填补了银行
产品缺失的空白,解决社会主体中的各项问题,服务了地方金融,规范了市场行为。
本论文也希望能为其他民营担保公司提供一定的借鉴作用,复制 JS 担保公司的担保
模式和风险管控措施到其他区域,解决二手房交易中各主体实际需求,带动地方经
济蓬勃发展。

Abstract
Since the reform and opening up, the financing guarantee industry, as an effective
auxiliary means of financial management, has played a positive and significant financial
role in the development of financial market. From the background of the establishment of
guarantee institutions in China, it can be divided into: policy guarantee institutions and
private guarantee institutions. In recent years, private guarantee institutions are facing
difficulties in operation. Under the squeeze of the natural competitive advantages of state-
owned guaranteeinstitutions, delisting, transformationand seeking otherways have
become the current situation that a large number of private guarantee institutions all over
the country have to face. In view of the difficulties of shrinking business volume, difficult
to obtain customers, low guarantee fee and rising compensation rate, private guarantee
institutions fall into a protracted war of operating difficulties.
Taking thephased guarantee businessof second-hand housingof JS guarantee
company, a private guarantee institution, as the main research object, this paper analyzes
the current situation and industry background of the enterprise by using the theory of five
basic competitive forces, and based on the relevant risk management theory, through the
effective riskidentification ofexternal and internalrisks, fromthe aspects ofrisk
management system, credit identification system Conduct a comprehensive risk assessment
in four aspects: project approval system and operation mode. Targeted risk management
optimization strategies are proposed for the identified and evaluated risks. Through a
comprehensive study on the phased guarantee business ofsecond-hand houses of JS
guarantee company, I hope to effectively improve the enterprise's risk control management
level, optimize the riskmanagement system and establish a more effectiveapproval
mechanism. At the same time, by studying the phased guarantee business of second-hand
housinginnovatedbyJSguaranteecompany,itnotonlyimprovesthemarket
competitiveness of the enterprise itself and brings a development outlet, but also adds a
new guarantee business variety with wide market demand,guarantee risk points and
people-friendly benefits to the guarantee industry, which provides strong financial product
support for all kinds of needs in China's second-hand housing transactions. At the same
time, the guarantee business also fills the gap in the lack of banking products, solves
various problems in social subjects, serves local finance and standardizes market behavior.
This paper also hopes to provide some reference for other private guarantee companies,

regions, solve the actual needs of various subjects in second-hand housing transactions,
and drive the vigorous development of local economy.
