伴随着碳达峰、碳中和发展理念的提出，我国将提高对风能的利用力度，加
快对风电机组的建设。从近十年看，我国风电发展迅速，装机容量逐年增加，为
保障电力系统的安全稳定和社会正常用电起到重要的作用。但是，由于电力系统
本身比较复杂，再加上风电地处偏远、环境恶劣、机型复杂、设备众多、人员分
散且作业面广等原因，风电安全生产管理难度较大，容易发生安全生产事故。因
此，如何做好风电的安全生产管理，是值得所有风电企业进行深入研究。
本文以盂县风电公司为研究对象，基于国内外安全生产管理研究成果，运用
事故因果连锁理论和本质安全理论，对盂县风电公司的安全生产管理进行评价并
提出安全生产管理改进策略。首先，通过分析盂县风电公司安全生产管理现状，
为盂县风电公司安全生产管理评价指标体系的构建提供现实基础；其次，初选盂
县风电公司安全生产管理评价指标，并利用德尔菲法对评价指标进行筛选，建立
盂县风电公司安全生产管理评价指标体系；然后，运用层次分析法确定各项评价
指标的权重，并运用模糊综合评价法对盂县风电公司的安全生产管理进行评价；
最后，针对盂县风电公司安全生产管理评价结果，提出相应的改进策略。
本文对盂县风电公司安全生产管理的评价以及提出的改进策略，一方面有利
于盂县风电公司提高安全生产管理水平；另一方面为同行企业提供经验参考，做
到防范于未然，全面提升风电行业整体的安全生产管理水平。

STUDY ON EVALUATION OF SAFETY PRODUCTION
MANAGEMENT OF YUXIAN WIND POWER COMPANY
Abstract
Along with the proposal of the concept of carbon peaking and carbon neutral
development, the use of wind energy will continue to increase and the construction of
wind turbines will accelerate in China. In the past ten years, China's wind power has
developed rapidly, and the installed capacity has increased year by year, which plays
an important role in ensuring the safety and stability of the power system and the
normal consumption of electricity in the society. However, due to the complexity of
the powersystem, coupledwiththe remotelocation ofwind power,harsh
environments, complex models, numerous equipment, scattered personnel and wide
range of operations, the work safety management of wind power is difficult, and work
safety accidents are prone to occur. Therefore, how to do a good job in the work
safety management of wind power is worthy of in-depth research by all wind power
companies.
With Yuxian Wind Power Co., Ltd. is taken as the research object, this thesis,
based on the research results of work safety management at home and abroad, using
the accident causal chain theory and the theory of intrinsic safety, evaluated the work
safety management of Yuxian Wind Power Co., Ltd. and put forward the improvement
strategy for work safety management. Firstly, by analyzing the current work safety
management situation of Yuxian Wind Power Co., Ltd.,it provided a realistic basis for
establishing the work safety management evaluation index system of Yuxian Wind
Power Co., Ltd.; secondly, the evaluation indicators of the work safety management
of Yuxian Wind Power Co., Ltd. were selected initially and then screened by the
Delphi method to establish the work safety management evaluation index system of
Yuxian Wind Power Co., Ltd. is established; thirdly, analytic hierarchy process was
used to determine the weight of each evaluation index, and the fuzzy comprehensive
evaluation method was used to evaluate the work safety management of Yuxian Wind
Power Co., Ltd.; finally, in view of the evaluation results of safety production
management of Yuxian Wind Power Co., Ltd., corresponding improvement strategies

were put forward.
In this thesis, the improvement strategies proposed based on the evaluation
results of work safety management of Yuxian Wind Power Co., Ltd., on one hand, are
conducive to Yuxian Wind Power Co., Ltd. to improve the level of work safety
management; on the other hand, provide experience reference for peer enterprises, so
as tonip in thebud and comprehensivelyimprove the overallwork safety
management level of the wind power industry.
