农发行 H分行员工绩效考核体系优化研究
摘要
随着国内经济的快速发展与国家改革政策要求,政策性银行需要进行深化改
革和转型升级,但是由于长期以来固化的发展模式以及多方面的政策因素,导致
改革步伐缓慢。由于现代管理方法--绩效考核对改革的促进作用,如何正确利用
绩效考核的正向激励作用改进政策性银行的人力资源管理制度,推动实现银行自
身战略发展目标,最终实现银行成功转型是政策性银行目前亟需解决的关键问题。
本文在上述背景下,以农发行H分行为例,开展了员工绩效考核体系相关研
究。本文首先介绍了绩效考核理论的国内外研究现状,然后对绩效考核相关概念
和常用方法做了简单介绍。接着对农发行 H 分行员工绩效考核现状进行了介绍,
通过问卷调查法对员工绩效考核情况进行统计分析,总结了现行绩效考核方案存
在的问题,在指标设置、监督、辅导、沟通与反馈、培训与宣传、应用现代化信
息考核技术等方面采用对应的对策对问题进行了优化解决。最后,从制度、组织、
技术、文化四个方面提出了绩效考核体系施行的保障措施。
本文引用平衡计分卡将企业战略发展目标分解到不同岗位员工,对绩效考核
问题提出了优化解决措施,并通过部分方案试行证实了优化后的绩效考核体系的
有效性,有助于推动农发行H分行的改革进程,补充了政策性银行绩效考核相关
理论研究,为其他政策性银行制定员工绩效考核方案提供了参考。

RESEARCH ON THE OPTIMIZATION OF EMPLOYEES
PERFORMANCE APPRAISAL SYSTEM IN H BRANCH
OF AGRICULTURAL DEVELOPMENT BANK
ABSTRACT
With the rapid development of the domestic economy and the requirements of
national reform policies, policy banks need to carry out deepening reforms,
transformation and upgrading, but due to the long-term solidified development model
and various policy factors, the pace of reform is slow. Due to the promotion effect of
modern management method-performance appraisal on reform, how to correctly use the
positive incentive effect of performance appraisal to improve the human resource
management system of policy banks, promote the realization of the bank's own strategic
development goals, and finally realize the successful transformation of the bank is a
policy issue. Key issues that banks need to address now.
Under the above background, this paper takes the H branch of the Agricultural
Development Bank as an example to carry out the relevant research on the employee
performance appraisal system. This paper firstly introduces the research status of
performance appraisal theory at home and abroad, and then briefly introduces the related
concepts and common methods of performance appraisal. Then it introduces the current
situation of employee performance appraisal in H branch of ADBC, conducts statistical
analysis on employee performance appraisal through the questionnaire survey method,
and summarizes the problems existing in the current performance appraisal scheme.
Corresponding countermeasures were adopted to optimize and solve the problem in
terms of propaganda and application of modern information assessment technology.
Finally, the paper puts forward the safeguard measures for the implementation of the
performance appraisal system from four aspects: system, organization, technology and
culture.
This paper cites the balanced scorecard to decompose the strategic development
goals of the enterprise into employees at different positions, proposes optimized
solutions to the performance appraisal problem, and confirms the effectiveness of the
optimized performance appraisal system through the trial implementation of some
schemes, which is helpful to promote the ADBC. The reform process of H branch
supplemented the theoretical research on performance appraisal of policy banks, and
provided a reference for other policy banks to formulate employee performance
appraisal plans.
