城镇老旧小区改造是重大的惠民工程,加强城镇老旧小区有机更新,对社会建

政府纷纷响应,因地制宜地制定和落实了相关政策。
老旧小区有机更新即打造具有生命活力的老旧小区,涉及行业领域广泛。YJ集
团选择老旧小区相关业务,率先探索社会资本参与老旧小区改造的新路径。通过资
产投资、更新改造、社区长效运营全链条实施老旧小区有机更新。随着政策不断完
善,相关传统行业经过业务转型升级后纷纷尝试进入老旧小区业务领域,使 YJ集团
面临越来越复杂的挑战。
本研究选择城镇老旧小区有机更新背景下YJ集团发展战略研究,运用战略管理
理论,以老旧小区改造的现状为背景,分析YJ集团在老旧小区有机更新领域的优势
以及存在的问题,制定长远的发展战略,并提出相应的保障措施。在分析外部环境
时,采用PEST分析法分析政治、经济、社会和技术因素;采取波特五力模型从供应
商的议价能力、购买者的议价能力、潜在竞争者进入的能力、替代品的替代能力、
行业内竞争者五个角度分析行业环境。最后根据 SWOT模型分析出优势、劣势、机
遇与挑战,构建 SWOT矩阵图,分析多元化增长的战略规划。为了保障 YJ集团发展
战略的实施,从风险管控、组织管控、信息化建设、财务管控、人力保障、企业文
化、客户关系等方面提出完善建议。

ABSTRACT
The transformation of old urban communities is a major livelihood project and
development project, which is the concentrated embodiment of realizing socialist
modernization and the Chinese dream. To strengthen the transformation of old urban
communities has a great significance not to the social construction, as well as the economic
development. The old community has high building density, low construction standards,
backward facilities and equipment, incomplete functional supporting facilities, poor
property management, imperfect community governance system, no long-term management
mechanism and organic renewal. In December 2015, the central urban work conference first
proposed to speed up the transformation of old communities. In December 2017, the
transformation of old communities was officially launched. In July 2020, the general office
of the State Council issued the guiding opinions on comprehensively promoting the
transformation of old urban communities (GBF [2020] No. 23). The transformation of old
communities was included in the 14th five-year plan by the end of 2020. "Taking the old
community as the starting point to stabilize investment", the replicable and popularized
experience and model of the transformation of the old community led by state-owned
enterprises and participated by a variety of capital have begun to take shape. At the same
time, local governments have responded and formulated and implemented relevant policies
according to local conditions.
The organic renewal of old communities is to build old communities with vitality,
involving a wide range of industries. YJ group chose the business related to the old
community and took the lead in exploring a new path for social capital to participate in the
transformation of the old community. The organic renewal of old residential areas is
implemented through the whole chain of asset investment, renewal and transformation and
long-term community operation. With the continuous improvement of policies, relevant
traditional industries try to enter the field of old communities after business transformation
and upgrading, which makes YJ group face more and more complex challenges.
This paper selects the research on the development strategy of YJ group under the
background of organic renewal of old urban communities, uses the strategic management
theory, takes the current situation of the transformation of old urban communities as the
background, analyzes the advantages and existing problems of YJ group in the organic
renewal of old urban communities, formulates the long-term development strategy, and puts
forward the corresponding guarantee measures. When analyzing the external environment,
PEST analysis method is used to analyze the political, economic, social, and technical factors;
Porter's five forces model is adopted to analyze the industry environment from five
perspectives: the bargaining power of suppliers, the bargaining power of buyers, the entry
ability of potential competitors, the substitution ability of substitutes and competitors in the
industry. Finally, the strengths, weaknesses, opportunities, and challenges are analyzed
according to the SWOT model, and the SWOT matrix is constructed to analyze the
diversified strategic planning. In order to ensure the implementation of YJ group's
development strategy, suggestions for improvement are put forward from the aspects of risk
management and control, organization management and control, information construction,
financial management and control, human security, corporate culture, customer relationship
and so on.
