首先本文通过对国外、国内小城镇建设发展战略研究成果进行介绍和总
结等的基础上，总结和归纳了当下有关小城镇发展的理论。接下来第二章结
合本文研究的对象哈尔滨市道外区团结镇的的现状描述，总结当下团结镇在
发展过程中出现的用地规划不合理，土地资源浪费严重；道路和公共基础设
施不全；环境污染；经济发展后劲不足等问题，并分析了导致问题产生的几
个主因。接下来在第三章本文结合团结镇的发展目标和发展思路运用 SWOT-
PEST 分析方法，给出团结镇在小城镇建设上的战略建议：外联内引产业集
群战略；农产品的品牌和产业化战略；分区域发展战略；生态发展战略。本
文在第四章提出了战略实施过程中的的战略步骤和保障措施：规划先行；严
格按照部署合理安排建设；用大项目带动小项目，树立形象。保障措施：管
理体制方面；用地管理方面；规划管理方面；基础设施方面；可持续性方面；
政策扶持方面等的建议，使研究更具有可操作性。
