随着我国经济社会的发展进步,人民群众对美好生活的要求日益提高,对
政府治理能力、企业服务质量都提出了更高的要求。自来水公司是为广大市民、
政府部门和企事业单位提供供水服务的企业,服务面广,服务质量的优劣直接
关系到企业的经济效益和社会声誉。人才是自来水公司提供优质服务的核心资
源和保障,而青年员工是人才队伍的主要构成部分和培养对象,只有充分调动
青年员工的工作积极性,发挥青年员工的作用,才能不断提高自来水公司的服
务质量。A自来水公司作为K市规模最大的国有供水公司,已经有近百年发展历
史,经历多次管理改革创新,在当地有较大的影响。目前,公司青年员工占比
较高,作为公司供水服务主力军,青年员工激励满意度在很大程度影响公司供
水服务质量,本文聚焦公司青年员工激励制度优化问题,力求完善激励制度以
提升青年员工的忠诚度和满意度,提高公司供水服务质量。
本文以激励理论为指导,选择A自来水公司青年员工为对象展开研究。采
用文献研究法,对国内外研究文献进行系统整理分析。结合A自来水公司改制
背景下人力资源管理新形势,立足公司现行激励制度,通过问卷调查和访谈调
查的方式,分析A自来水公司青年员工对激励因素的需求和满意度,诊断问题,
分析原因,继而提出优化设计方案和实施保障措施。为A自来水公司青年员工
激励制度优化提供理论指导和实践参考。
本文主要从以下几个方面展开研究,一是诊断A自来水公司青年员工现行
激励存在薪酬水平较低,薪酬差距小,存在平均主义,绩效考核指标缺乏科学
性,过于主观,绩效考核流于形式,培训方式单一,培训针对性不高,职业发
展模糊不清,晋升通道狭窄等问题;二是遵循目标性原则、物质激励与精神激
励相结合原则、个人与企业共成长的原则。提出A自来水公司青年员工激励制
度优化内容,即适当拉开薪酬极差以提高薪酬水平,运用关键事件法和大数据
强化绩效考核,教育培训精细化开发机制及有效反馈效果,打通职业发展通道
并指导职业生涯规划;三是制定优化激励制度实施计划和保障措施,实施局部
试点先行,优化方案实施过渡,加强风险控制和方案实施评估,以及完善调整,
并提出组织机构保障、员工思想保障、人力制度保障、沟通机制保障,确保新
