近年来,国企混改已进入了全面深化阶段,国企改革三年行动方案提出要在
2022年前完成人力资源三项制度改革,南航物流作为国务院国资委第四批混改
试点企业,在完成混改后将三项制度改革列为了公司级硬仗之一。三项制度改革
与人力资源管理的多个职能模块密切相关,涉及的利益面广、影响人员范围大,
因此改革难度较大。要顺利推进三项制度改革,关键在抓住绩效考核这个牛鼻子,
以科学、合理、先进的绩效考核制度为三项制度改革提供机制保障。
为了建立一套符合南航物流深圳分公司改革发展的绩效考核方案,论文运用
了文献研究法,通过提炼绩效管理“五项关键决策”的理论知识,明确界定论文
的写作方向是绩效考核,凸显选题价值。同时,对国内外BSC的研究动态、基于
BSC设计绩效考核方案的操作流程进行提炼,研究了国内外知名企业在导入BSC
上取得的成功经验,为论文的后续写作打下了基础。在研究过程中,通过访谈分
析,发现南航物流深圳分公司的绩效考核方案不能满足公司现阶段的发展需要,
绩效考核存在注重财务指标而忽略非财务指标、未关注内部流程优化和员工成长
等维度,绩效考核不能承接南航物流公司“一三一四”中长期发展战略等问题。
随后,论文借助平衡计分卡对南航物流公司的战略进行了分解,绘制了深圳分公
司及公司三大板块的战略地图、总体目标,通过四个维度战略目标的分解,构建
了公司级、板块平衡计分卡。再通过专家打分法和AHP工具的运用,确定各项指
标的权重,然后结合公司近年来的经营数据、发展规划,各板块工作特点,确立
了各层级考核指标的目标值。最后,根据绩效考核流程,确定了绩效考核的标准。
最终,基于BSC设计了南航物流深圳分公司绩效考核方案。
通过论文的研究,创造性的提出了将深圳分公司9个部门按照业务特点合并
为3个板块进行绩效考核,一方面降低了绩效考核管理成本,另一方面加强了团
队协作性的考核力度。论文设计的绩效考核方案,初步为公司人力资源三项制度
改革提供了机制保障,起到了南航物流公司改革发展先试先行的示范意义,改进
了南航物流深圳分公司绩效考核方案的不足,对提升深圳分公司管理水平具有重
要意义。

Abstract
In recent years, the mixed reform of state-owned enterprises has entered a
comprehensive deepening stage. The three-year action plan for the reform of
state-owned enterprises proposes to complete the three system reforms of human
resources by 2022. As the fourth batch of mixed reform pilot enterprises of the state
owned assets supervision and Administration Commission of the State Council, China
Southern Airlines logistics listed the three system reforms as one of the company level
tough battles after completing the mixed reform. The three system reforms are closely
related to multiple functional modules of human resource management, involving a
wide range of interests and affecting a wide range of personnel, so the reform is
difficult. To smoothly promote the reform of the three systems, the key is to grasp the
bull nose of performance appraisal and provide mechanism guarantee for the reform
of the three systems with a scientific, reasonable and advanced performance appraisal
system.
In order to establish a set of performance appraisal scheme in line with the
reform and development of China Southern Airlines logistics Shenzhen Branch, the
paper uses the literature research method to clearly define the writing direction of the
paper as performance appraisal and highlight the value of the topic by refining the
theoretical knowledge of "five key decisions" of performance management. At the
same time, it refines the research trends of BSC at home and abroad and the operation
process of designing performance evaluation scheme based on BSC, and studies the
