随着我国经济的快速发展,作为经济的中心行业——金融业也在迅猛的发展。在我国 国内,各大银行的竞争日益激烈。而作为后起之秀的城市银行,同样面临着巨大的压力。 对于城市银行而言,如何利用自己的优势,在风险管理能力的范围内,拓展现有的市场 占有率,并扩大其营业范围;有效的利用绩效管理理论提高银行的收益和员工的能力都 是银行势在必行的研究问题。 近几年我国金融行业的不断发展,其经营业务范围也随之扩大。在业务服务模式需 要改进的前提下,即保证国有银行提高实际营业收益,同时改善经营方式,改变传统的 规模性增长营业方式。因此,改革团队成分,保证专人专责专项业务的问题,成为我国 国有银行体制改革中管理者不可回避的重要问题。针对现阶段业务水平很难满足目前的 市场需求。因此,对于国有银行的绩效考核体制的改革已经势在必行。研究发现国内银 行存在如下几点问题,一是未涵盖资本有偿使用的理念;二是过分强调财务指标计划的 考核,支行过多的通过扩大业务规模来提高效益;三是考核方案的财务指标化,不能有 效的表现出银行这种特殊服务行业的行业特征,尤其是针对银行行业自身的风险性问 题,更是难以通过绩效考核表现出来。因此,国内银行建立适合各自特点的绩效考核方 案是每一家银行有利于自身发展的重要任务。本文就是以锦州银行为研究对象,利用相 关的绩效考核理论设计一套符合锦州银行的绩效考核方案。 锦州银行在众多的城市银行中属于后起之秀,在近十几年的发展中,已经发展成拥 有千亿资产的城市银行,在我国城市银行界被评为 B 级银行。锦州银行在成立之初使用 目标管理的绩效考核方法,随着锦州银行公司服务范围的扩大和国内绩效考核体系理论 的不断进步,锦州银行以 RAROC 绩效考核方法替代目标管理绩效考核方法。由于锦州银 行规模的迅速发展,RAROC 绩效考核方法不能满足锦州银行逐步发展的需要,为了有 效的增加锦州银行员工的工作效率和公司利润,因为本文为锦州银行设计一条适应锦州 银行发展需求的绩效考核方案。 本文研究的是锦州银行绩效考核方案设计,共分为四章,如下, 第一章,介绍本文的研究背景,研究目的和意义,介绍国内外有关绩效考核体系相 关理论,之后介绍本文的研究思路、论文研究框架和本文的创新之处。 第二章,讲述锦州银行绩效考核的现状及存在的问题,其中包括锦州银行概况、锦 州银行总体的发展战略、锦州银行的绩效考核现状和其现实施的绩效考核方案中存在的II 问题。 第三章,主要讲述锦州银行绩效考核方案设计过程,其中主要研究了锦州银行绩效 考核方案的设计目标设计与原则;锦州银行绩效考核方案的设计流程;在锦州银行绩效 考核方案中所运用的绩效考核理论和方法;在这些前提条件下,确定绩效考核主体与考 核周期;绩效考核方案最重要的部分是绩效考核指标体系的设计和考核指标权重值的确 定。 第四章,在所设计的比较完善的绩效考核方案的基础上,笔者为了使锦州银行绩效 考核方案有效的实施而设计了相关辅助措施,包括改善锦州银行绩效考核制度;制定相关 的员工激励措施;建立和改善相关的组织结构和推进企业文化的转变等进行了阐述。 本文用文献研究法梳理了国内绩效考核的研究现状。本文通过运用问卷调查法处理 绩效考核方案中的绩效考核指标体系和权重值;通过实例分析法,分析了目前锦州银行 绩效考核方案存在的问题,并针对上述问题;运用平衡计分卡、KPI 关键指标法、360 绩效考核法和主观经验法等相关绩效考核理论与方法。在深入调查研究的基础上,综合 上述理论和方法对锦州银行绩效考核方案进行设计。期望本方案能够发挥锦州银行员工 的主观能动性,全面改善银行的内部经营状况,促进锦州银行的全面发展。 关键词: 锦州银行;平衡计分卡;绩效考核;KPIIII Abstract With China's rapid economic development, as the economic center of industry - the financial industry is also a rapid development. the major banks is in an increasingly competitive In our country. For the city banks, how to use your own strengths, within the scope of the risk management capabilities, to expand the existing market share and expand its scope of business, and effective use of performance management theory to increase the bank's revenue and improve the ability of staff are Bank imperative problem. In recent years, China's financial industry continues to develop its business scope that is expanding. Under the premise of business service mode need to improve, the state-owned banks promise to improve the actual business income, at the same time improve the mode of operation and change the traditional scale of growth。Therefore, the reform of the team composition ensure that the designated team of special operations has become an important issue for managers in China's state-owned bank reform can not be avoided. The level of business is difficult to meet current market demand at this stage. Therefore, the reform of state-owned bank's performance appraisal system is imperative. The study found that domestic banks have the following problems: First, the domestic banks did not covere by the concept of capita; Second is too much emphasis on the assessment of the financial indicators program, and the sub-branches only depend on expanding the scale of operations to improve efficiency; Third,assessment program of financial indicators, can not effectively demonstrate the industry characteristics of the bank this particular service industry, especially for the banking industry's own risk, it is more difficult through the performance appraisal shown. Therefore, the domestic banks establish performance appraisal program for the respective characteristics. Jinzhou Bank as the target of the study, the use of performance appraisal theory design a performance appraisal program of the Jinzhou Bank . Jinzhou Bank in a number of banks is belonging to a rising star in the last ten years of development. Jinzhou Bank has developed into a city with one hundred billion asset bank. Jinzhou Bank was rated B-class bank in China's urban banking sector. Jinzhou banks early stage of development in their own management performance using objective assessmentIV methods, and then use ROVOC performance assessment methods. As the size of the bank's rapid development in Jinzhou, ROVOC Jinzhou performance appraisal methods can not meet the evolving needs of banks, so this design for the Jinzhou banks to adapt to the development needs of a performance evaluation program. Of this study is the Jinzhou bank performance appraisal program design, divided into four chapters, as follows: The first chapter introduces the research background, purpose and significance, introduces theories on performance appraisal system, after introduced the idea of this study, thesis research framework and the innovation of this paper. The second chapter talk about the current situation and existing problems of the performance assessment of the Jinzhou Bank, including the Profile of the Jinzhou Bank , Jinzhou Bank's overall development strategy, the performance appraisal of the status quo of the Jinzhou Bank , and the problems in the implementing a performance appraisal program. The third chapter focuses on the Jinzhou Bank performance appraisal program design process, including the objectives and principles of Jinzhou bank performance appraisal program design;Jinzhou Bank performance appraisal program design process; the use of performance appraisal in the Jinzhou bank performance appraisal program theories and methods; under these preconditions,to determine the performance appraisal subjects and assessment cycle; the most important part of the performance appraisal program performance evaluation is the index system design and evaluation index weight values. Chapter IV, In the design of more perfect performance evaluation system, In order to make Jinzhou bank performance assessment scheme implemented effectively and design the relevant auxiliary measures, including the improvement of Jinzhou bank performance appraisal system; to formulate relevant employees incentive measures; establish and improve the organizational structure and to promote enterprise culture change are discussed. This paper uses literature research method that summarizes the domestic research on the performance appraisal. This paper uses the method of questionnaire investigation to process performance assessment scheme of performance evaluation index system and the weight value; through the example analysis, analysis the questions inthe Jinzhou bank performanceV appraisal system, and aimed at the above problems; the use of Balanced Scorecard, KPI, 360 performance eva
