摘 要
随着互联网信息技术高速发展，数字经济时代发展步伐加快，软件技术和
信息服务企业机遇与挑战并存，亟需创新发展，不断提升企业核心竞争力，这
需要全面系统的战略规划布局与实施，其中企业业务发展战略尤为关键，直接
关系企业市场竞争和生存发展。LW集团作为我国软件技术和信息服务行业典型
企业，通过系统性的业务发展战略分析，有助于推动集团业务稳健发展，促进
软件技术和信息服务行业发展水平整体提升，推动我国数字经济高质量发展。
基于国内外软件技术和信息服务企业、战略和业务发展战略相关文献研究，
结合企业业务发展战略及其战略管理与优化相关概念和理论深入学习，以软件
行业典型企业 LW集团作为研究对象，全面剖析集团发展历程，通过相关研究方
法及工具从集团业务发展战略各阶段出发，研究分析战略优化成效与问题点，
提出推动战略持续优化的对策。首先，简要阐述了集团基本情况及其业务发展
战略规划的必要性，根据集团发展历程重点梳理了业务发展战略实施的重要事
件，并通过波士顿矩阵研究分析了集团业务发展战略初级阶段和调整优化阶段
实施情况，总结分析了集团在业务发展战略实施过程中摸索、实施、改进的情
况，以及仍面临的一些问题。然后，为了突破集团业务发展战略初步分析存在
的局限性，本文重点构建 LW集团业务发展战略实施评价体系，通过综合模糊分
析法进行全面的业务发展战略实施情况的系统性分析，并结合 2014 年至 2019
年集团年报相关数据分析，全面系统地对集团业务发展战略实施进行诊断分析，
指出了集团在市场、财务、创新和人力资源等方面业务发展战略实施具体存在
的不足。最后，从集团发展全局出发，提出了系统性、针对性的业务发展战略
持续优化的对策。本文针对 LW 集团业务发展战略实施多个阶段详细剖析，为
LW集团发展提供重要的支撑性举措，为软件技术和信息服务企业提供战略规划
借鉴，有助于推动我国软件技术和信息服务行业做大做强。

Abstract
With the rapid development of Internet information technology, the
rapid development of the digital economy era, which make the
coexistence of opportunities and challenges of the software technology
and information services industry, and the urgent need for innovation and
development, the company constantly improve the core competitiveness,
which requires a comprehensive and systematic strategic planning layout
and implementation. Enterprise business development strategy is
particularly critical, which directly related to enterprise market
competition and survival and development. LW Group, as a typical
enterprise in China's software technology and information services
industry, through systematic business development strategy analysis,
which will help to promote the further steady development of the Group's
business, promote the overall level of development of the Software
technology and information services industry and promote the
high-quality development of China's digital economy.
The paper based on the domestic and foreign software and
information enterprises, strategy and business development strategy
related literature research, combined with the enterprise business
development strategy and its strategic management and optimization
related concepts and theories in-depth study. With the software industry
