I 摘要 随着 2017 年 1 月 9 日,中华人民共和国国家卫生健康委员会印发的《关于在 公立医疗机构药品采购中推行“两票制”的实施意见(试行)》,标志着全国“两票 制”的正式启动。这一政策的实施影响最大的当属医药流通领域,意味着医药行业 的竞争将愈发残酷。对于 T 医药公司来说,如何生存、如何健康的可持续发展, 成为公司考虑的重中之重。 T 医药公司自 2003 年成立以来,经过多年的持续发展,逐步成为了一家拥有 数百家医院开户资源的医药零售批发商,同时与众多药房、诊所建立了长久的客 户关系,也成为省内排名靠前的重要医药流通企业。在国家政策的新形势下,T 医 药公司面临的压力可谓前所未有,在公司内部,由于陈旧的组织结构导致的管理 问题日益凸显,一场围绕着生存和发展的组织结构改进势在必行。 本文以 T 医药公司组织结构为研究对象,通过文献分析法、问卷调查法和访 谈法,对该公司的组织结构进行剖析,发现现有组织结构存在诸多问题,并进行 原因分析。在现有直线职能型的组织结构基础上,提出部门的新增和变更、部门 层级的重新划分、职能的重新明确和划分,对公司组织结构改进,形成新的组织 结构。为了使新组织结构能顺利实施,对方案实施过程中将会遇到的阻力进行分 析,并提出具体的实施步骤和保障措施,最后进行改进方案的效果评估。改进后 的新组织结构,对 T 医药公司内部管理提供一些具有实际意义的作用,可推动公 司的持续健康发展。 关键词: 医药流通,组织结构,组织结构改进ABSTRACT II ABSTRACT Along with the "Implementation Opinions on the Implementation of the "Two Invoice System" in the Drug Purchase of Public Medical Institutions (Trial)" issued by the National Health Commission of China on January 9,2017,marking the official launch of the "Two Invoice System" across the country . The implementation of this policy has the greatest impact in the field of Medicine circulation,which means that competition in the Medicine industry will become increasingly cruel. How to survive and how to develop healthy and sustainable has become the top priority of the company of T Medicines. Since its establishment in the year of 2003,T Medicine company has gradually become a Medicine retailer and wholesaler with hundreds of hospital account opening resources after years of continuous development. At the same time,it has established long-term customer relationships with many pharmacies and clinics,and has also become a ranking in the province.. Under the new situation of national policies,T Medicines company is facing unprecedented pressure and leading important Medicine distribution company. Within the company,management problems caused by the outdated organizational structure have become increasingly prominent , and an organizational structure improvement around survival and development is imperative. This article takes T Medicine Company's organizational structure as the research object,analyzes the company's organizational structure through literature analysis, questionnaire survey and interview methods, and finds many problems in the existing organizational structure and analyzes the reasons. On the basis of the existing linear functional organizational structure,it proposes the addition and change of departments, the re-division of departmental levels,and the re-clarification and division of functions to improve the company’s organizational structure and form a new organizational structure. In order to enable the smooth implementation of the new organizational structure,the resistance that will be encountered during the implementation of the plan is analyzed,and specific implementation steps and safeguard measures are proposed, and finally the effect of the improvement plan is evaluated. The improved new organizational structure provides some practical functions for the internal management of T Medicine Company and can promote the company's sustainable and healthyABSTRACT III development.
