我国是矿业大国,无论是建材矿山还是冶金矿山,矿山工程市场巨大,改革开 放四十年来的粗放式发展,使国家经济得到大幅提升,矿业的掠夺式、破坏式的开 采方式,在促进经济发展的同时,也使自然生态环境遭到破坏,环境污染日益严重。 在此背景下,改变矿业发展方式,推动矿业经济向提高资源利用率转变,成为化解 矛盾的重要途径。无论是“十三五”规划,还是“一带一路”倡议,国家都将“生 态建设和绿色发展”作为社会、经济持续发展的新理念。这不但给矿山工程行业转 型发展指明了道路,而且给矿山工程企业提供了很好的发展机会。 本文通过对河北矿山工程公司面临的内外部环境分析,立足于河北矿山工程公 司的现状,根据相关的战略管理理论,运用了PEST模型、波特五力模型、SWOT 模型、波士顿矩阵等战略分析工具,提出了河北矿山工程公司的三层面论战略目标 及战略定位,拟定了公司的多元化总体发展战略,组建了以成本领先战略的业务战 略,及安全生产战略、人力资源战略、财务资金战略为支柱的职能战略,从而初步 形成河北矿山工程公司的完整战略体系,最后提出了战略实施的保障措施:加强人 才队伍建设与培养,储备优秀人才;积极提升资质级别,申办新资质,拓展新业务; 加强技术研发能力,加大先进设备投入力度;积极办理炸药直供或炸药混装车系统, 降低炸药成本;多措并举保安全,远离红色警戒线等战略实施的具体措施。 关键词 矿山工程;战略分析;战略管理;战略制定 II Abstract China is a big mining country. No matter in building material mines or metallurgical mines, the mining engineering market is huge. The extensive development in the past 40 years of reform and opening up has greatly promoted the national economy. The predatory and destructive mining methods in mining industry have not only promoted economic development, but also destroyed the natural ecological environment and caused increasingly serious environmental pollution. Changing the development mode of mining industry and promoting the transformation of mining economy to improving the utilization rate of resources have become an important way to resolve contradictions. Regardless of the "13th Five-Year Plan" or the "One Belt and One Road" initiative, the country regards "ecological construction and green development" as a new concept of sustainable social and economic development. This not only points out the direction for the transformation of mining engineering industry, but also provides a good development opportunity for mining engineering enterprises. Based on the analysis of the internal and external environment faced by Hebei Mine Engineering Company and the current situation of Hebei Mine Engineering Company, and according to the relevant strategic management theory, this paper uses strategic analysis tools such as PEST, Porter Five Forces, SWOT and Boston Matrix to put forward the three-level strategic objectives and strategic positioning of Hebei Mine Engineering Company. The development strategy is to build a cost-leading business strategy, as well as a functional strategy based on safety production, human resources and financial funds, so as to initially form a complete strategic system of Hebei Mine Engineering Company. Finally, the safeguard measures for the implementation of the strategy are put forward: strengthening the construction and training of talents, reserving excellent talents; actively upgrading the qualification level, bidding for new qualifications, and expanding. Develop new business; strengthen technology research and development capabilities, increase investment in advanced equipment; actively handle explosive direct supply or explosive mixing truck system, reduce explosive costs;taking multiple measures to ensure safety and keeping away from the Red Guard Line.
