近年来国内各省市尤其是一线城市、中心城市都在积极打造文化创意产业园区,文化 创意产业的集聚发展特点更为凸显。郑州作为河南省会,拥有厚重的中原文化、黄河文化 和老工业文化等特色文化资源。郑州市引导打造的ES文化创意产业园,正是依托丰富文 化资源,着力建设生产型文化创意产业园区,树立文化产品品牌,促进产城融合发展,为 本土文化创意产业发展奠定良好基矗因此本文研究既具有理论研究意义,又对未来河南 综合竞争力提升具有现实意义。 本文站在ES文化创意产业园建设运营管理方的视角,以文化创意产业园需求分析为 基础,运用量化文本分析、内部评价因素矩阵等方法设计ES文化创意产业园整体建设运 营方案,明确方案中静态的建设开发原则、产业商业运营规划和动态的分期计划、时间节 点。然后运用实地走访调研、成本效益分析等方法,根据整体建设运营方案评价项目一期 运营效果,对比实际运营与方案设计中的数据差异,发现并归纳问题,之后分析形成问题 的原因。 最后根据发现的运营问题及其原因,从文化活动、核心品牌、人才、宣传、产业链五 个角度提出运营方案改进的对策建议,再根据这五点对策,从政策法规、资本运营、智慧 平台、组织重构、风险管理五个方面提出保障措施,优化整体建设运营方案,最终得出主 要结论。 【关键词】文化创意产业;文化创意园;园区运营 中原工学院硕士学位论文 II Abstract In recent years, domestic provinces and cities, especially the tier-one and national central cities, have been actively building Cultural and Creative Industry(CCI) parks, and the agglomeration and development of CCI has become more prominent.As the provincial capital of Henan, Zhengzhou has rich cultural resources such as the Central Plains culture, the Yellow River culture and industrial heritage culture.The ES CCI Park guided by Zhengzhou Government is relying on rich cultural resources to focus on building a production-oriented CCI park, establishing cultural product brands, promoting the development of industry-city integration, and laying a good foundation for the development of local CCI.Therefore, the research in this paper has both theoretical research significance and practical significance for the promotion of Henan's comprehensive competitiveness in the future. In this paper, from the perspective of the ES CCI Park construction and operation management party, on the basis of the CCI park demand analysis, the use of quantitative text analysis, IFE matrix and other methods to design the overall construction and operation plan of the ES CCI Park, and determine the static construction and development principles, industrial and commercial operation plans, dynamic phased plans, and time nodes in the plan.Then use methods such as field visits and surveys, cost-benefit analysis, etc. to evaluate the operation effect of the first phase of the project based on the overall construction and operation plan, compare the data differences between actual operation and the plan, find and summarize the problems, and then analyze the causes of the problems.
