供电企业的安全生产风险管理问题是电网能否安全运行的基础。伴随着电网的不断 发展，当前具有较强的相关性、非线性以及复杂化等特点，电网在安全运行过程中，面 临着众多不确定性因素极易引发各种安全生产风险。现阶段，不少供电企业在安全生产 风险管理方面，仍采取管理粗放、“运动式”或者“救火式”等传统的安全生产风险管理模 式，安全生产风险管理制度可执行性较差，并且关注安全生产风险结果管理而忽略过程 管理，电网的安全生产风险管理由此也面临着十分严峻的挑战。与此同时，伴随着时代 的发展，我国提出了以人为本、构建和谐社会的基本方针，各行各业都在不断的加强遵 章守法、降低风险以及关爱生命的风险管理，针对供电企业来讲，研究怎样从源头上降 低人身伤亡事故等风险的发生概率，在促进供电企业的发展，以及推动社会和谐稳定等 方面，有着不容忽视的意义。 由此，本文的工作包括下列几方面。第一，在安全生产理论和风险管理理论的基础 上，对供电企业安全风险管理问题做了初步探讨。第二，针对徐州供电公司安全生产风 险管理现状，分析了其中存在的问题与成因。第三，针对徐州供电公司安全生产风险管 理进行评估，主要从风险的识别，安全生产风险指标体系构建及赋权以及安全生产风险 的模糊综合评估等三方面展开。第四，针对徐州供电公司的安全生产风险管理存在的问 题制定完善解决措施，主要包括构建安全生产风险管理体系、针对设备进行安全改进、 提高员工队伍的素质以及完善安全生产风险管理监督体系等四方面内容。最后对全文进 行总结。 本文在研究过程中，将供电企业生产的各环节当中可能关乎到的安全生产风险管理 问题划归到体系建设当中，属于今后安全生产风险管理研究领域的重要方向。同时结合 徐州供电公司当前安全生产风险管理现状，借助于组织策划、培训、风险分析以及评估 等工作，构建面向一线的安全生产风险管理制度与体系，确保安全风险管理和供电企业的主营业务 密切结合，进而为其他供电企业安全生产风险管理的完善提供相应的参考依据。 关键词：供电企业；安全生产；风险管理 研究类型：专题研究 Abstract Thesafetyproductionriskmanagementofpowersupplyenterprisesisthebasisofthesafe operationofpowerGRID.Withthecontinuousdevelopmentofthepowergrid,thecurrent strongcorrelation,nonlinearityandcomplications,thenetworkinthesafeoperationofthe process,facedwithmanyuncertaintiesareveryeasytotriggeravarietyofsafetyrisks.At present,manypowersupplyenterprisesinthesafetyproductionriskmanagement,stilltake themanagementofextensive,"sports"or"fire-fighting"andothertraditionalrisk managementmodeofproductionsafety,safetyriskmanagementsystemofpoorenforceability, andfocusonsafetyproductionriskresultsmanagementandignoreprocessmanagement,The riskmanagementofsafetyproductioninpowernetworkisalsofacingaveryserious challenge.Atthesametime,withthedevelopmentofthetimes,ourcountryputforwardthe basicpolicyofpeople-oriented,constructionofaharmonioussociety,allwalksoflifeinthe continuousstrengtheningofcompliancewithlaw,reduceriskandcarefortherisk management,forthepowersupplyenterprises,tostudyhowtoreducetheriskofpersonal injuryaccidents,suchastheprobabilityofoccurrence,Inpromotingthedevelopmentof powersupplyenterprises,aswellaspromotingsocialharmonyandstability,thereisnoway toignorethesignificance.
