吉林市铁路货运场站转型为物流中心的可行性研究 摘要 铁路货物运输企业向现代物流领域拓展具有路网、信息网、管理网、技术、人力 资源等多种优势,可弥补道路运输企业规模小、分散、经济运输距离有限、集约化程 度低等不足,为顾客提供高层次的、综合性和高技术含量物流服务成为铁路货运站转 型为物流中心的发展动力,基于这一背景,报告针对吉林市铁路货运场站转型为物流 中心的可行性予以研究,具有现实意义。 报告首先阐述了国内外的铁路货物运输及其物流中心的发展情况,分析了铁路物 流中心、铁路货运站及一般物流中心之间的区别;分析了传统铁路货运站向物流中心 转型的大环境,运用 SWOT 分析法剖析了吉林铁路货运站转型为物流中心的必要性和 可行性;然后,以吉林市铁路货运场站为研究对象,对吉林市的物流竞争环境进行了 详细分析,提出了吉林西站转型为铁路物流中心的途径及模式设计,具体从货物资源、 储、运、送一体化实现方式、物流中心基本功能、组织结构和作业流程等多方面进行 了可行性分析。最后,给出了铁路货运站场向物流中心转型的相关对策,具体包括, (1)争取政策扶持和资金支持;(2)提高经营灵活性和服务功能延伸性;(3)加强物流人才 的培养与引进;(4)构筑现代化的物流管理信息系统。 报告研究为吉林铁路货运站向物流中心转型,适应区域经济发展对铁路货物运输 的新需求提供了可行性分析和参考。 关键词, 可行性分析,铁路货运站,铁路物流中心Abstract Feasibility Study for the Conversion of Jilin City Railway Freight Station into Regional Logistics Center Abstract Enterprise of railway cargo transportation has many kinds of advantages, such as the road network, information network, network management, technology, human resources and so on when developing to the modern logistics. They can make up the advantages, such as the small scale of road transportation enterprise, scattered, limited distance of economic transportation, low intensive degree disadvantages, and provide customers with the high level, comprehensive and high technology content logistics service, it also becomes the power of development when railway station transforms to the logistics center. Based on this background, the paper has realistic significance studying feasibility for the conversion of Jilin city railway freight station into regional logistics center. Firstly, this paper expounds the goods transportation of railway at home and abroad and the development of the logistics center, gives analysis on the difference among the railway logistics center, the railway station and the general logistics center. Then it offers the broad environment analysis for the conversion of traditional railway station into the logistics center. SWOT is uses to support the necessity and feasibility analysis of transformation of Jilin railway station into logistics center. Secondly, with Jilin city railway freight transportation stations as the research object, this paper takes the logistics competition environment analysis on Jilin city in detail and putting forward the approach and pattern design of transformation of Jilin west station into the railway logistics center. It also carries on feasibility analysis from the integrated way of goods resources, storage, delivery, send to, the basic functions of logistics center, organization structure and work flow and so on specifically. Finally, it gives the related countermeasures about the transformation of railway station to the logistics center, specifically including,(1) Striving for policy support and financial support; (2) Improving the flexibility and service function extensibility; (3) Strengthening the cultivation and introduction of talents; (4) Building modern logistics management information system. The research of this paper provides necessary feasibility analysis and decision-making reference for the transformation of Jilin railway station into the logistics center and the new demand of railway freight transport for the adaptation to the development of regional economy.
