民营中小企业既是我国社会经济发展推进的重要组成部分，同时也逐步成 为我国国民经济的中流砥柱，显得愈发的重要。随着信息技术和信息消费趋向 主流，并随着互联网从 1.0 飞速演进至 3.0 乃至 4.0，许多民营中小企业为了迅 速提高企业的综合竞争力，使企业的经营管理具备平稳性及长远性，不约而同 地聚焦在企业信息化建设的方向上，纷纷设立了企业管理信息系统。根据国家 信息化发展战略的演进方向，民营中小企业发展和生存的必修课，即主动拥抱 企业信息化，主动提前适应互联网时代的发展浪潮。与泉州市的大企业相比， 泉州市民营中小企业运营方式及管理手段差异性很大，在信息化建设等方面处 于落后的阶段，需要下一番功夫进行研究，并作出整体的改良。因此，本文的 研究对于提高泉州市民营中小企业信息化发展水平具有一定实践意义。 本文以泉州市民营中小企业为例，首先通过文献分析和理论研究，对企业 信息化、信息化管理以及民营中小企业等理论归纳总结，研究中采用调查问卷、 访谈的形式，深入了解泉州市民营中小企业信息化的发展现状，对它们所面临 的问题进行剖析，主要存在企业思想观念与企业战略不同步、技术设施与生产 能力不匹配、技术人才需求与其成长空间及待遇不相称、信息化资金投入的长 期规划不足、外部环境变换速度加剧了企业成长的不确定性等问题。针对这些 实际问题，依据中小企业信息化的发展方向和发展模式，提出适合泉州市民营 中小企业信息化的建设模式和发展对策，并从企业信息化意识、资金投入、人 才培养、环境应对等方面提出具体化策略，以期对泉州市民营中小企业信息化 发展提供帮助。 在研究的最后，以泉州市民营企业 MingX 鞋材公司为例，从企业的信息化 现状和问题、企业信息化二期升级对策、企业信息化升级后评估三个方面进行 分析和讨论，将具体方案运用实施，观察达到的效果。通过本文的研究，了解II 到泉州市民营中小企业信息化存在的问题并提出针对性建议，为泉州市民营中 小企业信息化发展提供借鉴。 关键词： 泉州市 民营中小企业 信息化建设 发展策略III Abstract Private Small and medium-sized enterprises(SMEs) are not only the very important forces to promote development of China's social and economic, but also gradually become the mainstay in the composition of China's national economy, of which is becoming more and more important. As information technology and information consumption move into the mainstream, as well as with the rapid evolution of the Internet from 1.0 to 3.0 and even 4.0, Many private small and medium-sized enterprises, in order to rapidly improve the comprehensive competitiveness of enterprises, so that the operation and management of enterprises with stability and long-term, coincidentally focused on the direction of enterprise information construction, have set up the enterprise management information system. According to the evolution direction of national informatization development strategy, it is a required course for the development and survival of private small and medium-sized enterprises, that is, to actively embrace enterprise informatization and actively adapt to the development tide of the Internet era in advance. Compared with large enterprises in Quanzhou, private small and medium-sized enterprises in Quanzhou have great differences in operation mode and management means. They are in a backward stage in information construction and so on. Therefore, efforts should be made to study and make overall improvement. Therefore, the research of this paper has certain practical significance for improving the informatization development level of Quanzhou private small and medium-sized enterprises. Based on Quanzhou private small and medium-sized enterprises as an example, this paper first through the literature analysis and theoretical research, to the enterprise informatization, information management and the theory of small and medium-sized private enterprises generalizations, this study takes the form of questionnaire, interview and in-depth knowledge of Quanzhou private small and medium-sized enterprise informatization development present situation, analyzes the problems they face, there are ideas and enterprise strategy are not synchronized,IV technical facilities and production capacity does not match, technology demand bears no relation to the space to grow up and treatment, information capital investment of the lack of long-term planning, external environment transformation speed increased uncertainty of firm growth, etc. To solve these practical problems, on the basis of the small and medium-sized enterprise informatization development direction and development model, put forward suitable for Quanzhou private small and medium-sized enterprise informationization construction patterns and development countermeasures, and from the enterprise information consciousness, capital investment, talents training and environment aspects put forward specific strategies to cope with the situation, in order to provide help to the Quanzhou private small and medium-sized enterprise informatization development. At the end of the study, taking MingX shoe material company, a private enterprise in Quanzhou city, as an example, the paper analyzes and discusses the current situation and problems of enterprise informatization, the countermeasures for the second phase of enterprise informatization, and the evaluation after the enterprise informatization upgrade from three aspects. Through the research in this paper, the problems in the informatization of Quanzhou private small and medium-sized enterprises are learned and the corresponding Suggestions are put forward, which can provide reference for the informatization development of Quanzhou private small and medium-sized enterprises.
