摘要 随着分布式光伏行业的稳定发展,企业竞争也相当激烈,对于分布式光伏发 展的关键载体一一屋顶非常重视,并且纷纷抢夺。传统上,企业都是通过线下的 方式去发现屋顶、交易屋顶、开发屋顶。这个方式工作效率低下,每个屋顶都需 要企业依靠自身实力去勘察、分析,市场开发成本高昂,无法大规模的推广,并 且企业承担了全部风险。在现在移动互联网时代,通过手机查阅信息、分享信息 已经是社会潮流。如何把分布式光伏的开发贴近这个网络时代以提高行业工作效 率,这是是很多行业人思考的。M公司高管层作为一群多年的光伏从业者,就希 望利用线上和线下方式结合来提高工作效率,通过线上发布屋顶信息、交易屋顶 和服务咨询,而线下实地勘察屋顶、审核屋顶信息,线上和线下组织成一个高效 的信息闭环。为此,研发建设了M公司的分布式光伏屋顶信息平台。 本文通过对M公司运营风险管理研宄,以提高这个项目成功率。本文首先介 绍了M公司的内部环境和风险管理现状,可以对M公司有个整体了解和熟悉当前 风险管理状况;随后对M公司运营风险规划,再采用事项清单法、流程图法和内 部分析法识别了业务流程可能发生的风险、提供的服务内容产生的风险和内部交 流整理的风险;对识别的风险因素采用问卷调查法咨询企业内外专家,专家评估 各因素的风险程度;之后采用多层次模糊综合评价法定量、定性的评估了各类风 险因素权重,对各风险程度排序和划分风险等级,并且判定了M公司运营管理在 各风险等级发生的概率;然后对评估为A类风险等级的因素提出了应对措施和具 体的执行单位;最后建立风险预警指标,采用风险预警系统方法对达到预警区间 的风险发出警报,及时监控风险,保障项目成功。 通过对M公司运营风险管理研究,发现运营管理风险高。产品风险和合作伙 伴的风险权重贡献超过60%,其中产品风险中的屋顶资源质量是运营风险中最大 的,合伙人专业程度风险紧随其后,考虑到实际工作中合伙人的专业程度会影响 屋顶资源质量,对合伙人的专业提升和管理要尤为重视。本文建立了一套M公司 运营风险管理体系,包括风险的规划、识别、评估、管理和监控,这有助于M公 司达成其运营目标,提高M公司项目成员的风险管理意识。研宄本论文也可以对 其他同类项目有借鉴和参考意义,促进项目成功。 关键词:分布式光伏;风险管理;运营管理 iii北京交通大学硕士专业学位论文 ABSTRACT ABSTRACT Withthesteadydevelopmentofthedistributedphotovoltaicindustry,the competitionamongenterprisesisalsofierce,andtheroof,thekeycarrierofthe developmentofdistributedphotovoltaic,hasbeenattachedgreatimportanceandseized oneafteranother.Traditionally,companieshavefound,tradedanddevelopedroofs offline.Thiswayofworkingisinefficient,eachroofneedstorelyontheirownstrength tosurvey,analysis,marketdevelopmentcostsarehigh,cannotbelarge-scalepromotion, andtheenterprisebearsalltherisks.IntheeraofmobileInternet,itisasocialtrendto lookupandshareinformationthroughmobilephones.Manypeopleintheindustryare thinkingabouthowtomakethedevelopmentofdistributedphotovoltaicclosertothe networkeratoimprovetheworkefficiencyoftheindustry.Asagroupofphotovoltaic practitionersformanyyears,seniorexecutivesofMcompanyhopetoimprovetheir workefficiencybycombiningonlineandofflinemethods.Theyreleaseroof information,dealwithroofandcommunicatewitheachotheronline,andconductfield investigationandreviewofroofinformationofflinetoformanefficientinformation closedlooponlineandoffline.Therefore,thedistributedphotovoltaicroofinformation platformofMcompanyisestablished. ThispaperstudiestheoperationriskmanagementofMcompanytoimprovethe successrateofthisproject.Firstly,thispaperintroducestheinternalenvironmentand currentsituationofriskmanagementofMcompany,soastohaveanoverall understandingandknowledgeofthecurrentcontrolrisksituationofMcompany.Then, theoperationalriskplanningofMcompanywascarriedout,andthepossiblerisksof thebusinessprocess,therisksoftheservicecontentprovidedandtherisksofinternal communicationandarrangementwereidentifiedbythemethodofitemlist,flowchart andinternalanalysismethod.Fortheidentifiedriskfactors,thequestionnairesurvey methodwasusedtoconsultinternalandexternalexpertsoftheenterprise,andthe expertsevaluatedtheriskdegreeofeachfactor;Afterthat,themulti-levelfuzzy comprehensiveevaluationmethodwasadoptedtoevaluatetheweightofvariousrisk factorsquantitativelyandqualitatively,rankandclassifytherisklevels,anddetermine theprobabilityofMcompany'soperationandmanagementineachrisklevel.Thenthe countermeasuresandspecificimplementingunitsareproposedforthefactorsthatare assessedasAclassArisklevel.Finally,theriskwarningindicatorsareestablished,and theriskwarningsystemmethodisadoptedtoalerttherisksthatreachthewarning iv北京交通大学硕士专业学位论文 ABSTRACT interval,timelymonitortherisks,andensurethesuccessoftheproject.
