摘要
在卷烟生产与销售方面,我国在世界上位居前列。而烟草业已成为我国国民
经济的支柱产业。当前,中国烟草面临着多国烟草巨头的竞争和挑战,烟草物流
在烟草竞争行业中占有重要地位,是衡量烟草企业实力的主要指标,也是烟草销
售中不可或缺的一部分,烟草行业发展水平的高低和未来走向很大程度上由该行
业的物流水平决定。南昌市烟草公司成立从 1985 年起建立至今,在众多地市级
烟草机构的企业中,是第一批建立起来的。30 年来,江西省南昌市的烟草公司
一直秉承公司经营的理念,坚持服务至上、顾客至上,用心创造美好家园,努力
创造良好的烟草经营环境,狠抓作风建设、对市场秩序严格规范,将提高烟草市
场效益放在首要位置,以客户价值为中心,在提高顾客满意度的同时为国聚财,
为社会创造良好物质财富和精神财富不断奋斗

本文的研究对象是南昌市烟草公司,以国内外企业物流管理方面的研究成果
和实践探索经验为基础,综合目前烟草行业内外部环境,分析了南昌烟草公司物
流管理的现状及存在的种种问题,切合南昌市烟草公司的整体情况和自身条件,
对其物流管理提出针对性的优化思路、基本原则、实施策略及保障措施等。本文
研究的主要结论:(1)国外烟草巨头以“谁控制了渠道,谁就赢得了客户”为
理念,把渠道作为赢得客户的重要工具。实行经营性垄断,即把客户网、消费网
通过物流网相连接,将这些独立运行的网点组合成彼此能够相互联系的商务网,
这也是国外烟草巨头占领市场、成功经营的主要原因。在营销和物流配送业务方
面国内烟草行业已初步开启了集成和联动的新局面,促成物流与营销体系的“分
工合作,紧密协同”,为促进烟草物流的快速平稳发展,实行对物流建设的专业
化改造,并实现了对资源进行不断的优化和重组。(2)南昌烟草已经探索出以
“高度信息化,适度自动化”为特征的新型物流管理模式,将物流管理特点作为
烟草公司日常管理的第一切入点,在工作原则方面坚持四点要求:“确保行通、
能够做到、坚决保持、取得实效”,另外在企业物流管理模式方面进行特色创新,
创新的同时也应该以设计为主、坚持流程设计和优化原则,对物流资源进行有效
整合。但南昌市烟草公司物流管理仍存在物流管理理念落后、配送网络缺陷、物II
流成本控制不严、人员结构不合理、信息化建设滞后、供应商考核缺陷等诸多问
题。(3)南昌市烟草公司物流管理优化的整体思路:增加物流管理人才培养计
划,着力提高和建设企业文化的整体水平,全面发展物流管理人员的综合能力,
将其个人能力、文化素养、责任心以及服务意识进行不断提升;为提升烟草企业
物流管理与控制能力而加强自身物流信息化水平建设,;提高企业物流管理的效
率和效果和强化业务流程重组,强化精细化管理,提升企业服务水平和核心竞争
力。南昌烟草物流管理优化的原则是:合理化、系统化、与实际相结合。(4)
南昌市烟草公司物流管理优化应从实施精细化管理、重构内部流程、推进物流信
息化、发展绿色物流、应用物联网技术、强化成本控制等方面全方位推进,并应
对人员组织机构、人力资源建设、建设资金筹集等方面做好相应的保障工作

Abstract
China is the world’s largest producer and consumer of cigarettes. Tobacco industry
has become the most important part of the national economy. At present, China
Tobacco is facing the competition and challenge of multi-country tobacco giant. As an
important part of cigarette marketing supply chain, tobacco logistics has become one
of the core competitiveness of tobacco enterprises. The level of logistics determined
level and direction of tobacco’s development to a great extent. Nanchang Tobacco
Company was established in 1985 which is one of the first municipal tobacco
companies set up by Jiangxi Province.Nanchang Tobacco Company has adhered to
the concept of Sincerely service, satisfy customers, build a beautiful homefor 30
years.They have devoted themselves to create a cigarette market of strict order, good
operating environment and great efficiency. They will make unremitting efforts to
create value for customers, to accumulate financial resources for the country, to
enhance the satisfaction of consumers, to create material, spiritual wealth for the
community.
(1) Based on the research results of domestic and foreign enterprises logistics
management and practical experience, this paper takes Nanchang Tobacco Company
as the research object and analyzes the current situation and existing problems of
logistics management of Nanchang Tobacco Company from the internal and external
environment of tobacco industry. And then put forward the general idea, basic
principle, implementation strategy and safeguard measures of logistics management
optimization of Nanchang Tobacco Company. The research of this paper has certain
pertinence, which can provide theoretical guidance and practical reference for
Nanchang Tobacco Company to formulate and implement logistics management
optimization program, and also have some reference for the implementation ofIV
modern logistics management of tobacco enterprises. Main findings: (1) Foreign
tobacco giant adhered to the concept ofwho control the channel, who win the
customer , put the channel as an important tool to win customers. The
implementation of business monopoly, that is, through the internet of things to join
the customer network, consumer network together to form a related, independent
operated business network, which has an absolute advantagein the operation. The
domestic tobacco industry has initially achieved the integration and linkageof
marketing and logistics distribution business and division of labor cooperation, close
coordination in the formation of logistics and marketing.Through specialized
logistics transformation, it has achieved the optimization and reorganization of
resources ,which has promotedrapid and steady development of the tobacco logistics.
(2) Nanchang Tobacco Company has explored a new type of logistics management
model which is characterized by highly informationized and moderately automated.
In view of the main characteristics of logistics management, around the workable,
able, insistent, effective principle to carry out daily management. At the same time
strictly follow the approach of design first, process optimization, system integration ,
formed the management modelofdistinctive characteristics.However, there are still
many problems in the logistics management of Nanchang tobacco companies, such as
the backward logistics management concept, distribution network defects, logistics
cost control is not strict, unreasonable personnel structure, the lag of
informationization construction, and the defects of supplier evaluation and many other
issues. (3) The overall idea of Nanchang tobacco company logistics management
optimization is: strengthen the cultivation of talents, corporate culture construction,
enhance the logistics manager&39;s ability, quality and service awareness and dedication
to the work; strengthen enterprise logistics informationization construction to improve
enterprise logistics management and control ability; improve the efficiency and
effectiveness of enterprise logistics management and strengthen business process
restructuring, strengthen the delicacy management, enhance enterprise service level
and core competitiveness. At the same time, Nanchang Tobacco Company logistics
management optimization should follow the rationalization, systematization and
integration with practice. (4) Nanchang Tobacco Company logistics management
optimization should be carried out from the implementation of delicacy management,
reconstruction of internal processes, promotion of logistics informationization
construction, development of green logistics, application the technologyof Internet
of things, strengthen cost control and and other aspects of comprehensive promotion,V
and do the correspondingsecurity workfrom the organization, resources, construction
funds and other aspects.
