摘要
近年来,生态环境恶化,温室气体特别是二氧化碳的排放使得全球环
境问题日益严重,各国政府都己经意识到以环境为代价换来的经济增长优
势己经大大减弱,纷纷出台相关政策来引导企业发展低碳经济。中国作为
全球主要的温室气体排放国,已将节能减排、发展低碳运输纳入经济社会
的长期发展目标。同时,随着碳交易市场的逐步幵放,企业也逐渐意识到
减少生产、运输环节的碳排放,构建低碳运输体系才能顺应时代发展,在
激烈的竞争中实现经济和生态的双赢

基于这一现状,本文结合碳足迹及经典运输模型等相关理论,在传统
的三级运输网络模型中加入了碳限额与交易机制,全面分析了碳限额与交
易机制对运营成本和运输网络流的影响。首先,本文对碳限额与交易机制、
碳足迹的计算方法和运营成本涉及的影响因子进行了介绍和分析,然后在
经典运输模型基础上运用0-1.混合整数规划的方法构建了考虑碳限额与
交易机制的运输网络优化模型。从消费者、供应商和生产商三个角度对模
型进行数值模拟对比分析,综合考虑了在碳限额与交易机制下各影响因子
的变动对企业运营成本和运输决策的影响。进一步验证了企业可以运用构
建的模型来制定出合理的运输路线,实现减排的同时降低企业的运输成本
和运营成本

将碳限额与交易机制纳入到经典的运输网络模型中,将运输过程中的

THE RESEARCH ON TRANSPORTATION
NETWORK MODEL CONSIDERING
THE CAP AND TRADE POLICY
ABSTRACT
In recent years, the deterioration of the ecological environment and
greenhouse gases, especially carbon dioxide emissions lead to worsening the
global environment. Governments around the world have come to realize that
the era of economic growth in exchange for economic growth has gone and
introduced relevant policies to guide enterprises to develop low-carbon
economy. China, as the world&39;s main emitter of greenhouse gases, has put
energy-saving and emission-reduction, the development of low-carbon
transport into long term goals on economic and social development With the
gradual opening of the carbon trading market, enterprises have gradually
realized that only by reducing carbon emissions in production and
transportation, constructing low-carbon transportation system can they keep
with the pace of the development trend of the age and achieve a win-win
situation both for our economy and ecological system.
This paper combines the theory of carbon footprint and basic transport
model, add the carbon cap and trade mechanism into the basic transportation
model. And makes a comprehensive analysis of the impact of carbon cap and
trade mechanism on operational costs and network flow. Firstly, this paper
gives a brief introduction of carbon cap and trade mechanism and the
calculation method of carbon footprint, analyzes the impact of operational
cost under the influence of related factors. Based upon basic transportation

model, and taking into consideration of carbon cap and trade mechanism, we
construct an optimized transportation network model applying 0-1 mixed
integer programming method. Through the numerical simulation analysis of
the model, we consider the influence on the enterprise’s operational cost and
strategy under the cap and trade policy from three aspects, such as consumers,
suppliers, manufactures, the industry can use the model to develop a
reasonable transportation route to reduce carbon emissions and operational
costs.
Above all, based on the traditional transportation model, the paper takes
the carbon cap and trade mechanism and carbon emission cost into account,
which help the enterprises achieve the optimal equilibrium between traffic and
cost.
