本文在结合应急物资管理理论和国内外应急物资管理各项研究成果的基础上,对天
然气应急物资管理进行了优化研究。本文分为五部分:第 1 章研究了近几年的学术文献,
对国内外应急物资管理方法和最新动向进行了阐述,对比优点及不足,梳理本文的研究
内容及思路;第 2 章介绍应急物资管理的基本理论,了解了应急物资管理的重要性和目
标,并将应急物资与普通物资分别管理,确定了本文优化天然气分公司应急物资管理的
内容;第 3 章运用文献研究、定性分析和案例分析等方法对天然气分公司的应急物资管
理现状进行针对性分析,确立了采购、储备、调配、仓储和使用五个方面的主要优化内
容,并提出公司应急物资管理中存在的问题及问题可能带来的后果;第 4 章对天然气分
公司应急物资管理存在的问题进行分析,得出问题的原因并进行优化研究,根据应急物
资管理的五方面内容,提出采购——库存一体化管理、建立应急采购平台、成立专业配
送队伍、建立应急仓储管理系统和建立应急物资使用监控系统五个优化研究,并指出优
化的必要性;第 5 章针对应急物资管理的优化研究,提出了为顺利实施管理优化所需提
供的保障措施,包括系统保障、技术保障、人员保障等,为本文的优化研究提供保证

Research on the management optimization of emergency material
dispatching scheme for the Gas company of Daqing
ABSTRACT
Daqing Gas company as a company which produces gas and light hydrocarbon mainly,
the products are used to synthesize ammonia, methanol and ethylene, part of gas are used in
industrial power, domestic fuel, motor fuels and so on, in the course of the production and
transportation, with the problems of flammable and combustible, shut down at any time, leaky
pipes, etc. In such a high temperature and high pressure company, handing of these
emergencies becoming more and more important, and there is a great significance to do a
good job in the management of emergency materials.
This paper is based on the theory of emergency materials management and the research
results of emergency materials management, studied on the management of Natural gas
company emergency material handing. This paper has five parts: the first chapter researched
on the academic literature in recent years, explained the domestic and international emergency
materials management methods and the new trends, comparative the advantages and the
disadvantages, combing the research ideas and content; the twice chapter introduced the basic
theory of emergency materials management, determined the content of the study, defined the
content of emergency materials management of natural gas branch; the third chapter analyzed
the present situation of emergency materials management of Gas company using the method
of literature research, qualitative analysis and case analysis, established procurement, storage,
distribution, storage and use five main optimization contents, put forward the problems of the
company emergency material management and the consequences of the problems; Analysis
on the Gas company’s problems of emergency materials management in the forth chapter,
analysised the problems. According to the five aspects, propounded integrated manage of
procurement inventory, establish a emergency procurement platform, establish professional
distribution team, establish emergency warehouse management system, establish emergency
material usage monitoring system, and point out the necessity of the optimization; In the fifth
chapter, include system assurance, technical support, personnel safeguard, etc. Provide the
guarantee of the research.
