随着经济全球化推进速度的日益加快,劳务派遣作为一种新颖的用工形式发展迅
速,目前已成为国内不可缺少的用工形式。2013年新《劳动合同法》正式颁布,内容明
确了劳务派遣这一用工形式的法律地位。作为新兴的用工形式,劳务派遣的出现解决了
原有用工形式中出现的企业效益低、资源利用低,以及发展后劲不足等问题,倍受国有
企业的青睐。特别是近年来石油石化企业以国外成熟模式运作,实行油公司模式,特别
需要劳务派遣对企业用工进行补充。
西北分公司方面作为中石化的上产大户,具有明显的油气资源优势、运行管理体制
和开放有序的市场机制,同时随着塔河油田地面工程建设的不断发展,西北分公司产品
种类不断增多,急需专业化的油气储运队伍,实现油气销售上的分储分输,实现企业效
益的最大化。而中原油田具有成熟、先进的企业文化和多年的油气储运运行管理经验。
这些都是中国石化集团宝贵的资源财富。
基于以上的大背景,本文在广泛查阅有关劳务派遣文献、归纳总结前人对于劳务派
遣用工模式研究成果的基础上,依据目前主要的劳务派遣以及西北油田分公司用工现
状,创造性地提出了派遣队伍“融合式”管理模式,即用人单位人员和被派人员融合成
一个整体,共同对项目的运行进行管理和决策,利益共享,责任共担,有效地解决了单
纯劳务派遣的问题。并在西北油田分公司油气运销部输油队实施应用,达到了共建双赢
的目的。

Abstract
With the economic globalization advancement speed is accelerating, the labor dispatch as
a new form of employment development is rapid,at present has become the indispensable
labor form. In 2013 the new ”labor contract law promulgated, the contents of the Labor
Dispatch Legal status. As 狂 new form of employment,labor dispatch solution appear original
labor form appeared in the enterprise benefit is low, low resource utilization, as well as the
lack of development in the future, more the favour of state-owned enterprises. Especially in
recent years, the petroleum and petrochemical enterprises to foreign mature mode of operation,
the oil company, especially need to dispatch to supplement the enterprise employment.
Northwest Branch of Sinopec production as the major market mechanism, has obvious
advantages in oil and gas resources, operation management system and open and orderly,with
the continuous development of Tahe oilfield surface engineering construction, the Northwest
branch growing product categories,oil and gas storage and transportation team are in urgent
need of professional, the reservoir of oil and gas sales the transmission, realize the
maximization of enterprise performance. And Zhongyuan Oilfield has mature, advanced
enterprise culture and years of oil and gas storage and transportation operation management
experience. These are Sinopec group a valuable resource of wealth.
Based on the background above, based on the extensive access to the relevant labor
dispatch documents,summarizing previous research results for labor dispatch employment
modeaccording to the current main labor dispatch and the Northwest Oilfield Branch
Company employment situation, creatively proposed sending team fusion management
concept, namely the employing unit personnel and sent researchers into a whole,common to
the project operation management and decision, benefit sharing, shared responsibility,!:。
effectively solve the problem of simple labor dispatch. And in the Northwest Oilfield Branch
Ministry of oil and gas distribution pipeline's application, to build a win-win objective.
