随着社会的不断发展,社会管理中遇到的各类问题不断涌现,单纯依靠政府力量来进行社
会管理,己经变得力不从心。加上政府职能不断扩充,这种困境越发显著。由此,引入社会力
量来分担政府部分职能,借助社会进行外围事务管理的思路应运而生。流管员队伍就是在此背
景下成立的各类群防群治队伍之一。
本研宄立足本地区实际情况,综合分析国内外人力资源管理和公共事务管理相关理论和实
践,将相关理论和方法运用于流管员队伍的管理中,探索与地区实际相适应的的流管员队伍管
理方法和模式,对于存在的问题,提出有效的应对之策,最终实现流管员队伍的有效管理,使
之在社会管理和服务于群众方面发挥更大作用,为构建和谐社会提供应有的辅助支撑力量。
通过本文的研究,一方面为流管员队伍的管理提供帮助,在制度设计和文化建设方面提出
合理建议,实现流管员队伍管理水平的提升。另一方面,希望以流管员队伍的管理作为切入点,
探讨多样化社会管理群体的构建,形成较为成功的典型经验,为其他类似的群防群治队伍管理
提升打开思路。

ABSTRACT
With the continuous development of society,all kinds of issues in social management continue
to emerge, the management of the society to rely solely on the government's power has already
struggled. With the functions of the government continue to expand, this dilemma is more obvious.
Therefore, the idea that introduce social forces to share part of the government function, and to
organize society produced. The manager group of the floating population is one of
the public governance teams founded under this background.
This study considers the actual situation of our region,analyses the theory and practice of
human resource management and public management, in and abroad, to support the management of
the manager group of the floating population, and to explore the methods and models for the group.
Finally, we'll develop effective coping strategies to achieve effective management
of staff flow tube, so that the social management and services play a greater role in the masses, to
provide support for the construction of a harmonious society should be the auxiliary.
Through the study of this paper, hand to help the management of the group,and puts forward
the reasonable suggestion in system design and culture construction,to realize better
management. On the other hand,hope that as the breakthrough point,to explore the construction of
diversified social management group,the formation of the typical experience of successful, for other
similar public governance teams management to enhance the open idea.
