本文研究的目的是通过对黑龙江电信运营支撑系统现状的分析研究，找
出目前存在的差距和问题，并做出相应的规划方案与具体实施举措，在一定
程度上为黑龙江电信公司运营支撑系统的建设提供了参考和依据。本文首先
分析了黑龙江电信公司企业发展战略、业务发展目标并明确了企业发展战略
及业务发展目标对运营支撑系统建设的要求。然后介绍了黑龙江电信公司运
营支撑系统建设的内外部发展环境与系统现状，从黑龙江电信公司的运营支
撑系统实际的发展现状情况入手，与中国电信集团运营支撑系统建设规范进
行对比，找出了目前黑龙江电信公司运营支撑系统存在的差距与问题，提出
了发展总体规划。第一阶段主要调整系统架构，加强数据管控，提升全业务
服务信息化能力。第二阶段主要完善系统能力，挖掘企业数据价值；第三阶
段基本实现集团规范目标，提供全程全网运营支撑服务功能。最后根据整体
的规划方案提出了具体的实施举措，以保障规划的具体实施
通过本文的研究，可以为黑龙江电信公司运营支撑系统的发展建设提供
参考和依据，促进黑龙江电信公司运营支撑系统向集团要求的运营支撑系统
规范的目标结构演进。对于黑龙江电信公司企业战略目标的实现，提高企业
核心竞争力都具有一定的现实意义

Abstract
Operations Support Systems (also called operational support systems or
OSS) are computer systems used by telecommunications service providers. Due
to the basis of all business in the telecommunications industry, OSS can enhance
the effectiveness of the operation and management, improve customer service
satisfaction, and promote the core competitiveness of enterprises. Despite
construction in strict accordance with the code of conduct on OSS(ITSP2.0)
released by the China Telecom Group In recent years, Heilongjiang Telecom in
Heilongjiang Province has been initially slow to develop. Therefore,
Heilongjiang Telecom are now facing problems such as complete implementation
of system function points, the backward system version, the integration of the
system data.
The purpose of this paper is to identify existing problems and work out a
planning program and a specific implementation of initiatives through the
analysis of the status quo of the OSS construction of Heilongjiang Telecom so as
to provide a reference or a basis for the OSS construction of Heilongjiang
Telecom. This paper consists of the following: analysis of development strategies
and business development objectives of the Heilongjiang Telecom; analysis of
the requirements for OSS from enterprise development strategies and business
development objectives; introduction of internal and external development
environment and development status in Heilongjiang Telecom OSS( from the
actual development status of Heilongjiang Telecom OSS compared with code for
conduct on China Telecom OSS to problems in Heilongjiang Telecom OSS
identified); the overall planning of the development. The first stage of the overall
planning of the development is to adjust the system configuration, to strengthen
data management and control, to enhance the ability of the business service
information. The second is to improve the system capacity, and promote the
value of enterprise data. The third is to basically realize the Group's targets and
to provide a whole network OSS service functions. Finally, according to the
overall planning program, I bring up implementation of initiatives to ensure the
concrete implementation of the plan.
