摘 要
国内电信行业在经历了 2008 年的第四次重组后,移动通信产业得到了迅猛
发展,快速进入了移动互联网时代。移动电话市场经过几年高速增长后,增长速
度显著放缓。固定电话市场则早已处于不断萎缩状态,移动电话和固定电话的市
场格局已基本形成。各运营商之间的竞争,已从争夺新增用户向挖掘存量用户和
经营已有用户转变,而高端用户的争夺和维护成为各运营商面临的最主要任务。

同时,在 3G 业务发展的同时,传统的电信业务受到严重冲击,电信运营商之间
的市场竞争愈演愈烈。在高补贴、大赠送的前提下,电信运营商的经营成本居高
不下,在用户数量和经营收入增长的同时,其利润率越来越低。增量不增收,增
收不增利的情况越来越明显。如何发展高端和稳定的客户群,以较低的成本获取
较高的回报是电信运营商在追逐的目标。

本文从数据分析入手,搜集统计了近四年来国内电信市场发展数据。通过数
据分析,阐述了电信业务的发展趋势。从国内三大运营商实际情况出发,分析总
结并归纳了国内电信市场发展中传统的竞争策略及存在问题,提出了新时期电信
市场发展策略。在此基础上,论证了电信运营商与企业集团合作建设运营企业数
字化智慧专网,实现既是“公众大网的一部分,又是局部数字化智慧专网”的可
行性。在深入研究论证电信运营商与青海油田合作模式的基础上,对其合作进行
了投资效益分析与发展前景展望。通过实施案例剖析了合作双方的利益所在。提
出了合作的要点、难点和影响合作成功与失败因素,以及合作发展的风险点及其
控制要素。阐述了电信运营商在当今电信市场激烈竞争环境下发展和稳定高端用
户,与企业集团合作实现优势互补、互利双赢的发展策略。

ABSTRACT
Domestic telecom industry after a fourth restructuring in 2008, obtained the rapid
development of mobile communication industry, quickly entered the era of mobile
Internet. After the mobile phone market after years of rapid growth, growth slowed
significantly. Fixed-line market, has in a contracting state, a mobile phone and fixed
phone market pattern has basically formed. Competition among operators, has risen
from competing for new users to the mining stock and change management for users,
and the high-end users for operators and maintenance become the most main task. At
the same time, in the development of 3 g business, the traditional telecommunication
business hard-hit, intensified market competition between telecom operators. On the
premise of high subsidies, big gift, high cost of doing business for telecom operators,
the number of users and business income growth at the same time, it is lower and
lower profit margins. Increment is not income, income not ZengLi situation more and
more obvious. How to develop high-end and stable customer base, at a lower cost for
higher returns is the goal of telecom operators in the chase.
This article obtains from the analysis of data, collecting statistical data for nearly four
years of domestic telecom market development. Through data analysis, this paper
expounds the development trend of telecom business. Proceeding from domestic
actual situation three carriers, analyses and summarizes the domestic telecom market
and existing problems of developing traditional competition strategy, telecom market
development strategy in the new period are put forward. Based on this, demonstrates
the telecom operators and digital intelligence group cooperation construction
operation enterprise private network, implementation is part of the public net, it is
the local digital intelligent private network is feasible. In further study of the telecom
operators and the qinghai oil field cooperative mode, on the basis of investment
benefit analysis for the cooperation and development prospect. Through case analysis
of the cooperation in the interests of both sides. Put forward the key points and
difficulties of cooperation and the influence factors of success and failure, and the
cooperation development risk point and its control factors. Expounds the telecom
carriers in current telecom market fierce competition environment development and
stable high-end users cooperate with enterprise group to realize complementary
advantages, mutual benefit and win-win development strategy
