在知识经济时代,许多组织都力图保持其本身竞争优势。作为
重要基础条件之一的人力资源,愈来愈被各类组织重视。它最为主
要的是激励,它是管理的核心,有助于人力资源管理与实践走向更
高阶段。充分调动知识性员工的积极性,挖掘员工的潜力,要求科
研类事业单位建立一个科学、高效的激励机制。但目前事业单位激
励存在效率不高、机制不活等诸多问题,有待进一步解决和改进,
否则将影响其进一步发展,因此文章将对科研类事业单位的激励机
制展幵研究。
论文基于组织行为学和人力资源管理等方面的知识,采用双因
素分析、调查研究等方法,结合实践研究,通过总结分析科研类事
业单位的人力资源现状、事业单位激励机制目前普遍存在问题和弊
端产生根源以及科研工作和科研人员的特点等内容,设计了构建科
研事业单位激励机制的原则和方法,并从组织管理、成长激励、薪
酬体系、组织文化角度提出了改善的具体对策;并以CM科学研究
院为例,阐述了其激励机制的现状,指出了目前存在的问题,并提
出针对性的改进建议。通过理论探讨和案例分析,以期对同类或其
他类事业单位改革探索起到积极作用。

ABSTRACT
In the era of knowledge economy, many organizations have to
pursue their own competitive advantage, human resources is one of the
basic conditions for cultivating the competitive advantage. And
motivation is the core of human resource management, which is also the
core of management, and it will promote the human resource
management and practice to a higher stage. How to mobilize the
enthusiasm of the knowledge staffs and tap the potential of employees
in scientific research institutions, it needs to establish a scientific,
effective and incentive mechanism. But from the current situation,
research institutions and many problems still exists, there is some room
for improvement. Reform of institutions is imperative, otherwise it will
affect their long-term development. Therefore, I will focus on the
incentive mechanism of scientific research institution.
The paper based on and knowledge of human resource management
and organizational behavior science, using two-factor theory, research
methods, combined with practical research, analysis by summarizing the
status of the characteristics of human resources and scientific research
institutions, research work and scientific research personnel , identified
prevalent problem and root cause of institute currently, proposed to build
