政府工程项目是一个国家发展的重要基础,它不但从总体上促进国家的

发展,而且还能够在提高综合国力、提升人民的生活水平、促进基础设施投

资建设和运营、改善人民生活状况等方面发挥重要的作用。政府工程项目建

设的好坏不仅仅关系到国家的整体利益,还关系到民众个人的切身利益,这

就是政府工程项目备受社会关注,成为社会热点的关键原因。但从实际情况

来看,我国政府工程项目的建设不容乐观。从根本上来说,造成这种状况的

原因是多方面的,但就政府工程项目本身来说,缺乏完善的、系统的、有效

的政府工程项目绩效管理体系是一个非常重要的原因。本文以A工程项目为

例分析政府工程项目绩效管理存在的问题、分析问题的原因、提出绩效管理

建议和绩效评价指标体系。

第一部分为绪论部分,介绍本文的研究背景、研究意义、国内外的研究

现状、研究的方法和内容。

第二部分首先介绍政府工程项目、绩效、绩效管理、政府工程项目绩效

及其绩效管理的相关概念和特征,其次介绍政府绩效理论、政府绩效管理理

论和政府工程绩效过程理论,然后对比分析了项目绩效与个人绩效之间的区

别,最后介绍政府工程项目绩效管理的重点研究内容:绩效评价目标、绩效

评价的标准和绩效评价的方法。

第三部分对A工程项目相关的绩效考核作简单的介绍并主要分析了 A工

程项目存在问题。

第四部分以A工程为例介绍了绩效评价体系的设置原则、指标体系的构

建标准、思路,然后运用综合模糊评价对A工程项目的绩效进行检测评价。

第五章针对A工程绩效管理中存在的问题提出管理建议。

最后总结分析本文研究成果的应用和借鉴意义,总结在分析研究过程中

存在的不足,并对未来政府工程绩效管理的研究方向进行了分析。

Abstract

Government engineering project, one of the important foundations in a

nation's development, promotes national development and plays crucial roles in

the areas of enhancing comprehensive national strength, improving people's living

standards, construction and operation of infrastructure investment as well as

people's living situation. The well-being of the construction of government

engineering project is not only related to national interests in general but also to

the benefits of each citizen,which is the reason why government engineering

project draws so much attention from the society that it actually becomes a social

hotspot. However, in terms of reality, the construction of government engineering

project is far from being satisfactory. In essence, many factors account for this

situation, nonetheless, as far as government engineering project itself is concerned,

the lack of thorough, systematic and efficient performance management system of

government engineering project is a key reason. In the essay, the author takes

engineering project A as an example to analyze problems exists in performance

management of government engineering project as well as their reasons,and also

puts forward suggestions for performance management and performance

evaluation system.

The first part introduces background and significance as well as current

situation, methods and contents of the essay.

In the second part, the author first introduces relevant concepts and features

of government engineering project, performance, performance management,

performance and performance management of governmexit engineering project,

and then the author introduces government performance theory, theory of

government performance management and processing theory of government

engineering project, meanwhile, the author makes comparisons and analysis of

distinctions between project performance and individual performance; finally,

main contents of performance management of government engineering project :

goals and criteria/methods of performance evaluation are introduced.

In the third part,the author briefly introduces performance assessment of

engineering project A and analyzes problems exist in the project.

In the fourth part, the author takes engineering project A as an example to

introduce setting principles, criteria and methods of indicator system building, and

then evaluates the performance of project A by adopting composite obscure

evaluation.

In the fifth part,the author puts forward management suggestions to problems

exist in performance management of engineering project A.

At last, the author summarizes and analyzes the significance of application

and reference as well as inadequacies in the process of study and makes analysis of

research direction of performance management of government engineering project

in the future.
