安全是航空公司赖以生存的重要前提和保障。航空公司的安全管理除了关系着

企业的发展,还与顾客的生命息息相关。这些年来,我国民航业紧随国际民航业

的脚步,将安全管理作为每个航空公司的头等大事来实施,从而完成从民航大国

从民航强国的转换。

原来的管理水平已经难以适应现如今民航业的迅猛发展了。目前面对航空公司

的严峻挑战就是大力完善原有的安全管理体制。在这种背景下,中国民航要想在

国际航空竞争中处于领先地位,就要尽快提高全行业的安全管理水平。为此,安

全管理理念面临从事件查处、事态管理向系统管理、风险控制转变,这就需要引

入新的安全管理模式,即安全管理体系(Safety Management System,简称SMS)。

SMS因其具有全面性、系统性、科学性、动态性而更好地实现安全目标,被航空

公司广泛关注。目前,许多航空公司逐渐开始建立这套更科学、更完善、更系统

的SMS安个管理体系。

某航空公司是国内首家真正将SMS应用到管理中的航空公司,建立了 SMS安

全管理的基本框架,并初步实现运转。但由于缺乏经验,在实践过程中出现了许

多问题。为了在国内民航业使SMS安全管理体系得到有效的推广,发现并解决SMS

在应用过程中存在的问题,建立相应的风险控制措施已成为当前科学研究的热点

课题。

本文着重分析了航空公司的安全管理现状,和某航空公司安全管理内容,安全

管理体系存在问题的成因分析并提出对应的管理对策和措施。

ABSTRACT

Airline safety is an important prerequisite for the survival and security . In addition

to the airline's safety management related to the development of enterprises, but also

closely related to the customer ’s life. Over the years, China's civil aviation industry,

following in the footsteps of international civil aviation,security management as a top

priority for each airline to implement,thus completing the transition from a big country

from civil aviation air power .The original level of management has been difficult to

adapt is now the rapid development of the civil aviation industry . The airline is facing

severe challenges is to vigorously improve the existing safety management system. In

this context, the General Administration of Civil Aviation of China wants a leader in

international aviation competition , it is necessary to improve the safety management

level of the whole industry as soon as possible . For this reason, the concept of safety

management faced investigated from the event,things manage to system management,

risk control change , which requires the introduction of new security management

model, that the safety management system (Safety Management System, referred to as

SMS). SMS because of its comprehensive, systematic, scientific, dynamic and better

achieve security objectives,are airlines attention. Currently, many airlines gradually

began to establish this more scientific , better and more systematic SMS security a

management system.Eastern Airlines Yunnan Branch company is the first real

application of the SMS to the management of the airline , established the basic

framework for SMS security management ’ and initial operation . However, due to lack

of experience, there have been many problems in practice . In order to make the

domestic aviation industry safety management system has been effectively SMS

promotion, SMS application to find and solve problems in the process of establishing

the appropriate risk control measures has become a hot topic in current scientific

research.
